In the early 1990s, Japan's stable final disposal facilities were ostensibly low-risk facilities that handled only chemically stable waste. In reality, however, this assumption began to crumble across the country. One after another, unauthorized sludge, incinerator ash, and wastes containing oil and organic matter were mixed into disposal sites that were supposed to bury only scrap metal and glass, resulting in the contamination of groundwater through rainwater infiltration. These problems were often uncovered by residents' signs to their living areas, such as strange odors, turbidity, and health concerns in their well water, highlighting the fact that administrative monitoring has not kept pace with the situation.

Behind this lies the recession that followed the collapse of the bubble economy. In the industrial world, reduction of waste disposal costs became the top priority, and unauthorized disposal, rampant use of unlicensed contractors, and mixing of wastes were widespread. Disposal sites built in mountainous areas or on reclaimed land were difficult to monitor, and improper disposal proceeded in a manner that hid it underground. In response to this situation, the Environment Agency and the Ministry of Health and Welfare jointly launched an emergency survey of 100 sites nationwide. The survey identified numerous violations and mismanagement, including waste with organic solvents attached, waste plastics with a high risk of leakage, and improperly disposed sludge.

Based on the results, the administration took concrete steps to strengthen regulations. Facility structures and operational standards were fundamentally revised, including mandatory drainage facilities, enhanced groundwater monitoring, a ban on the input of waste plastics, and strict sorting of waste with organic solvents. These reforms led to the revision of the Waste Disposal and Public Cleansing Law in 1997 and the strengthening of technical standards in 1998, and the conventional idea of safety because of stability was systematically rejected.

This series of developments demonstrated to society that the repository problem was not simply a regional problem, but a structural environmental risk. Stable disposal sites were a shadow of their former selves in an era of cost-first treatment regimes, insufficient monitoring, and institutional gaps. Groundwater contamination is difficult to recover from once it has occurred, and a series of incidents in the early 1990s forced Japan's waste administration to shift to the precautionary principle. The problems surrounding the disposal sites were symbolic events in that they were environmental crimes that were going on underground, out of sight, and prompted institutional reform.
