In 1999, approximately 200 tons of construction waste materials were illegally dumped in mountains, forests, and farmland in Ibaraki Prefecture. Some construction companies illegally dumped the materials in order to reduce disposal costs, and residents in the area complained of foul odors and deterioration of the landscape. The Ministry of the Environment's statistical data states that a shortage of disposal sites and rising disposal costs were the background, and Ibaraki Prefecture's environmental report proposes the development of disposal sites, strengthened monitoring, and guidance for business operators.
