Between Pollution and Regeneration - The Challenge of the Yatsushiro Sea, Kumamoto Prefecture (June 2004)
Since the 1970s, the Yatsushiro Sea (Shiranui Sea) in southern Kumamoto Prefecture has been subject to a massive influx of wastewater from factories and households, resulting in serious water pollution. Since the 1990s, Kumamoto Prefecture has been promoting tidal flat restoration and nature restoration projects in addition to the development of sewage systems and regulation of factory effluent. Citizen-participatory cleanup activities have also been carried out, and a certain degree of improvement has been seen. However, problems remain, such as sludge on the seafloor and red tides caused by high nutrient salt concentrations. This case study shows that anthropogenic pollution beyond nature's ability to clean up has left a major mark on the marine ecosystem and local communities, highlighting the need for technical measures and cooperation between residents and government for sustainable local revitalization. The regeneration of the Yatsushiro Sea is a touchstone for environm
ental policy that has implications for other coastal areas.
