The Quiet Probability Scale - Security and Tradeoff Reasoning (2003-2025)

Our risk judgments are often driven by fear and buzz. The shock of the news, the vividness of the images, the anxiety of the unknown. When such emotions are etched in our minds, we only "feel" the danger and lose sight of the actual probability. As Kahneman pointed out, this is a judgment guided by the fast, intuitive "System 1," where impression rather than deliberation dominates. In contrast, it is the role of the slow, rational "System 2" to calmly evaluate the actual frequency of occurrence = base rate multiplied by the impact.

Base rate neglect (base rate neglect) is known as a typical bias that causes humans to disregard statistical reality and make erroneous judgments. For example, in Japan, nearly 20,000 people a year die suddenly while bathing or drowning, while the number of deaths in aviation accidents is less than a few hundredths of that number. Despite this, many people feel that airplanes are scary and bathtubs are safe. This reversal of intuition is the disconnect between emotion and probability, and it goes hand in hand with security and trade-off thinking. Judgments should be based on "likelihood of occurrence x damage (expected loss)," not "fear.

The risk perception research of Slovik et al. reveals that emotional heuristics such as vividness, ease of imagination, unknowability, and fearfulness distort probability judgments. These trends, coupled with the work of Kahneman and Tversky, indicate that a numerical basis = regression to a reference rate is essential to correct the discrepancy between "felt safety" and "actual safety. The same structure works in security decisions. Even if one builds a strong barrier, if one ignores the actual probability of occurrence, the defense is merely a product of emotion.

In practice, it is important to first clearly state the base rate (prior probability) and then recalculate the posterior probability based on sensitivity and specificity. Instead of short-circuiting "positive = dangerous," decisions should be made based on "expected loss," which is a combination of probability and impact. The attitude of making decisions based on cost-effectiveness rather than fear will prevent false alarms and excessive countermeasures, and improve the quality of risk response. In fact, it has been reported in education and system operation that designing without regard to the standard rate creates enormous costs.

Ultimately, re-measuring subjective probability - or "perceived risk" - on the real scale of the base rate is the only way to bring human judgment back to the rational. First we feel with System 1, then we count with System 2. Making that sequence a conscious habit is at the heart of wise security decision-making and the only way to keep the scales of trade-offs swinging quietly between fear and reason.
