Promoting Construction Sludge Recycling - Miyagino Ward, Sendai City

In the late 1990s, a recycling facility was established in Miyagino Ward, Sendai City, to process construction sludge and surplus excavated soil. The facility processed 100,000 tons of sludge and 200,000 tons of excavated soil annually, successfully achieving resource recovery. Fluidized treated soil and improved soil were introduced as recycled materials in public works projects, and recycling was promoted primarily by local companies such as Sendai Odessa Co., Ltd. and Miyagi Re-Soil Center. In the 2010s, Environmental Facilities Co., Ltd. introduced dewatering and drying technologies, significantly improving processing efficiency. Following the 2011 Great East Japan Earthquake, the use of recycled materials surged due to reconstruction demand, and the recycling rate reached nearly 90 percent. In the 2020s, automation and AI-based quality control were introduced, and the processing volume for fiscal year 2020 reached 30,990 tons. Miyagino Ward has garnered attention as a na
tional model region for a resource-recycling society and continues to contribute to the advancement of sustainable construction technologies.
