A hub of green circulation - Regional recycling base in Izumi City, Osaka Prefecture (since 1997)

Since 1997, Minami Osaka Landscaping in Izumi City, Osaka Prefecture, has been developing a regional recycling initiative that makes effective use of pruned branches to produce and sell "Recycled Taihei Izumi" compost. The background to this development was the rise in environmental awareness during the period of low growth following the bursting of the bubble economy and the development of legal systems, including the 1997 enactment of the Environmental Impact Assessment Law.

The company regards pruning branches, which had tended to be treated as waste, as a resource, and blends them with cattle manure from local livestock farmers to produce high-quality compost. The company promoted the use of the compost on local farmlands and urban greening sites. In addition, as part of efforts to combat the heat island effect, the company developed lightweight soil for rooftop greenery, thereby acting as a bridge between the urban environment and rural resources.

Such public-private partnerships in local recycling projects came to be regarded as one of the model cases in the search for building a sustainable society in Japan at that time.
