Adopted the ‘Early entry into force’ of the Kyoto Protocol 1999.11.15

The fifth meeting of the Climate Change Framework treaty held in Germany ended on November 5. While many countries, including the EU and the Japan, have adopted the decision to "aim for an early entry into force" of the Kyoto Protocol, the United States "will not ratify until it is guaranteed to participate in the suppression of emissions in developing countries." In addition, all of the "flexibility measures" such as emissions trading were postponed until the next meeting to be decided.
