Miyakojima City Ordinance for Prevention of Improper Collection of Metal Waste - March 2007
In Miyakojima City, Okinawa Prefecture, due to soaring metal prices, waste metals such as aluminum cans and copper wire are being collected and resold without a permit by companies other than those designated by the city, affecting the city's finances. In particular, the illegal collection of aluminum cans and scrap iron has resulted in the loss of several million yen in annual revenue that the city should be earning. For this reason, Miyakojima City has submitted to the City Council an ordinance amendment that would prohibit the collection and transportation of unauthorized metal waste. The new ordinance aims to eliminate the intervention of unlicensed contractors and ensure that city-designated contractors properly collect and dispose of the waste, thereby securing the city's revenue and ensuring environmental management. The background to this is the rise in domestic prices due to the rapid increase in demand for metals, mainly in countries such as China and India, and the
problem of illegal traders expanding their activities without a permit in pursuit of profits. With the enforcement of the ordinance, Miyakojima City expects to achieve proper waste management and deter illegal activities.
