Techno Plaza Miyagi, located in Izumi Park Town in Takamori, Izumi Ward, Sendai, served as a hub for industry-academia-government collaboration aimed at fostering new technologies and businesses in the region. Established in 1988 as a third-sector organization through the cooperation of government agencies—primarily in Miyagi Prefecture—the academic community, including Tohoku University, and private companies, the 21st Century Plaza Research Center opened its doors in 1990. The center provided rental laboratories and small offices for research-and-development-oriented companies, and served as a venue for the use of analytical equipment, technical consultations with university researchers, research and development support, lectures, and industry-academia-government exchanges. Its distinctive feature was that it did more than simply rent out space; it sought to create an environment where small companies and entrepreneurs could turn their research results into viable businesses. S ubsequently, Miyagi Prefecture institutionalized support for startups, industry-academia collaboration, and the fostering of environment-related industries. Techno Plaza Miyagi can be viewed as one of the early experimental hubs in Sendai that paved the way for today’s regional innovation policies.
