In Tokushima Prefecture, a resource circulation policy is being promoted that centers on waste reduction and recycling, with collaboration among municipalities, residents, and businesses. In March 2026, the prefecture formulated its Sixth Waste Management Plan, setting a target to reduce annual municipal solid waste generation from 236,674 metric tons to 197,000 metric tons by fiscal year 2030. Within the prefecture, the initiatives in Kamikatsu Town are particularly well-known. The town issued a Zero Waste Declaration in 2003 and has since promoted detailed waste separation, reuse, and recycling to minimize incineration and landfilling as much as possible. In 2020, the Zero Waste Center was opened; it serves not only as a waste processing facility but also as a hub for collaboration with businesses and universities, as well as for environmental education. Tokushima Prefecture’s environmental policy is characterized by its approach of viewing waste not merely as unwanted material b ut as a local resource, and striving to circulate it throughout the entire local community.
