From Household Waste Separation to the Resource Cycle: Higashimatsuyama City’s Growing Circular Economy System (2000s–2026)

In Higashimatsuyama City, Saitama Prefecture, rather than simply disposing of waste generated by households and communities, the city has been developing a circular economy system that returns waste to the resource cycle through separation and reuse. The city collects waste by dividing it into five categories: combustible waste, plastics, paper and textiles, bottles, cans, and PET bottles, and non-combustible waste. Combustible waste is incinerated at the Clean Center, while non-combustible waste and other items are sorted at the Nishihonjuku Non-Combustible Waste Landfill, with reusable materials recycled as resources. Under the Basic Waste Management Plan covering fiscal years 2021 through 2030, the city has been advancing a comprehensive approach encompassing waste reduction, minimization, recycling, collection, transportation, and disposal; a mid-term review was also conducted in 2026. These policies not only reduce the volume of final disposal but also help curb resource consump tion and minimize the environmental impact on the local community. Each citizen consistently practices waste separation in their daily lives, supported by the city’s waste management and recycling efforts. Higashimatsuyama City is working to establish a system for returning everyday waste back into society, while linking the small choices people make in their daily lives to a sustainable circular economy for the entire community.
