A City That Turns Waste into Resources: Higashimatsuyama City’s Circular Economy System, 2000s–2026

In Higashimatsuyama City, Saitama Prefecture, efforts have been underway to recycle waste generated by households and communities as resources through sorting and reuse, rather than simply disposing of it. Currently, the city collects and sorts waste into five categories: combustible waste, plastics, paper and textiles, bottles, cans, and PET bottles, and non-combustible waste. Combustible waste is incinerated at the city’s Clean Center, while non-combustible waste and other materials are sorted at the Nishihonjuku Non-Combustible Waste Landfill, with reusable items returned to the resource cycle. This system addresses not only the issue of where to dispose of waste but also serves as a local policy to curb resource consumption itself. Higashimatsuyama City’s Basic Waste Management Plan covers the period from fiscal year 2021 to fiscal year 2030, and an interim review was conducted in 2026. Furthermore, the annual General Waste Management Implementation Plan addresses waste reduction, minimization, recycling, collection, transportation, and disposal as an integrated whole. Citizens consistently sort their waste in their daily lives, and the local government then properly processes it and returns it to the resource cycle. Higashimatsuyama City’s resource cycle can be described as an effort to connect the small choices people make in their daily lives to the broader regional cycle.
