Recycling of sludge 2001.04(84)
According to the "Industrial Waste Discharge and Disposal Situation (FY1997 Results)" released by the Ministry of Health, Labor and Welfare in June 2000, the total amount of industrial waste discharged nationwide in FY1997 was approximately 415 million tons (down 2.6% from the previous year), of which sludge, which accounted for 47.3% of the total, came in first at 196.17 million tons (down 0.4% from the previous year). Only 5% of this sludge is recycled, while the remaining 13% remains untouched, and 82% is landfilled after being dried or incinerated to reduce its volume.
The effective utilization of sewage sludge is approximately 640,000 tons (based on dried weight at the time of sludge generation), of which 430,000 tons are used for construction materials and 210,000 tons are used for green agricultural land. Given the current situation, an important issue is how to utilize the sludge and reduce the amount for final disposal.
Brick and Block Conversion
Municipalities with a high sewerage system penetration rate are recycling large amounts of sewage sludge by pressing the sludge incinerator ash and then firing it into bricks or blocks. For example, "Metro Bricks" produced at the Tokyo Metropolitan Government's Bureau of Sewerage's Nanbu Sludge Plant (Jonanjima, Ota-ku, Tokyo) and "Hama Bricks" produced in Yokohama City are typical examples. However, the energy costs involved in pretreatment and calcination have made profitability an issue.
1 Carbonization
Kawasaki Heavy Industries, Ltd. has developed a device that produces activated carbon by steaming sludge generated from sewage and general wastewater. This technology converts the organic components in the sludge into activated carbon, which can be used as an adsorbent or soil conditioner. However, the carbonization business has profitability issues.
2 Conversion to raw material for cement
Almost any waste or by-product can be used as raw fuel for cement, and sludge is no exception. However, the production cost of eco-cement is slightly higher, and user acceptance is an issue. On the other hand, Obayashi Corporation has developed a technology to reuse sludge generated during the concrete manufacturing process and when washing concrete from ready-mixed concrete trucks.
3 Biogas Utilization
Sludge from sewage sludge and food factories, which contains a large amount of organic matter and water, is attracting attention as a method of converting it into energy through methane fermentation. The Ministry of Health, Labour, and Welfare (MHLW) also provides subsidies for new human waste treatment facilities, but only for recycling-type facilities. In addition, the Tokyo Metropolitan Government's Bureau of Sewerage is planning to build a power generation facility using methane gas generated from the sewage sludge treatment process.
4 Sludge Fertilizer and Compost
The use of sludge fertilizers and compost made from sewage sludge is increasing. This is due to soaring final disposal costs and the revision of the Fertilizer Control Law, which has promoted recycling projects. However, the sewage sludge composting business has low barriers to entry, and competition is intense.

厚生労働省が2000年6月に発表した「産業廃棄物の排出及び処理状況等(平成9年度実績)について」によると、97年度における全国の産業廃棄物の総排出量は約4億1500万トンで(前年度比2.6%減)、そのうち47.3%を占める第1位の汚泥は約1億9617万トンでした(同0.4%減)。このうちわずか5%しか再生利用されておらず、残りの13%がそのまま、82%については乾燥、焼却して減容した後、埋め立てられています。 下水汚泥に限ってみると有効利用量は約64万トン(汚泥発生時乾燥重量ベース)で、その内訳は、建設資材利用が43万トン、緑農地利用が21万トンとなっています。現状を踏まえると、汚泥をいかに利用し、最終処分量を減らすかが重要な課題となっています。 【レンガ・ブロック化】 下水道普及率の高い自治体では、大量に発生する下水汚泥のリサイクル方法として、汚泥焼却灰をプレス成型した後に焼成するレンガ・ブロック化が取り組まれています。例えば、東京都下水道局の南部スラッジプラント(大田区城南島)で製造される「メトロレンガ」や横浜市の「ハマレンガ」がその代表例です。しかし、前処理や焼成にかかるエネルギーコストの問題から、採算性が課題となっています。 【炭化】 川崎重工業は下水道や一般排水から発生した汚泥を蒸し焼きにして活性炭をつくる装置を開発しています。この技術により、汚泥中の有機物成分が活性炭に変換され、吸着剤や土壌改良材として利用できるとされています。しかし、炭化ビジネスは採算性の課題があります。 【セメント原料化】 セメントはほとんどの廃棄物・副産物を原燃料として利用でき、汚泥も例外ではありません。しかし、エコセメントは製造コストが若干高く、ユーザーの受け入れが課題となっています。一方、大林組はコンクリートの製造過程や生コン車から発生するコンクリートを洗浄する際の汚泥などを再利用する技術を開発しています。 【バイオガス利用】 下水汚泥や食品工場から排出される有機分や水分が多く含まれている汚泥については、メタン発酵させエネルギーに変換して利用する方法が注目されています。厚生労働省でも、新規のし尿処理施設について、リサイクル型のみを補助金の対象としています。また、東京都下水同局では下水汚泥の処理工程で発生するメタンガスを利用した発電設備を整備する計画が進められています。 【汚泥肥料・堆肥】 下水汚泥を原料とした汚泥肥料、汚泥堆肥の利用が増加しています。これは最終処分コストの高騰や、肥料取締法の改正により、再資源化事業が促進されたためです。しかし、下水汚泥の堆肥化事業は参入障壁が低く、競争が激しい状況にあります。

Current Status and Prospects of Carbonization Technology 2002.02 (92)
In recent years, the Law Concerning Special Measures against Dioxin and the Waste Disposal and Public Cleansing Law have been revised, resulting in stricter regulations on waste incineration. At the same time, various recycling laws have been legislated to realize a resource-recycling society, and the cost of waste treatment has skyrocketed as final disposal sites become increasingly tight. As a result, there is a strong demand to shift waste disposal from incineration and landfill to recycling.
As a result, the need for an alternative recycling method to simple incineration has emerged for organic wastes (construction waste wood, food waste, sewage sludge, livestock manure, etc.), which were previously disposed of in landfills after intermediate treatment such as dehydration, drying, and incineration. In particular, “carbonization” is attracting attention.
Current Status and Direction of Carbonization Furnace Development
A typical example of carbonization is the production of charcoal. Currently, traditional charcoal-making techniques (e.g., tsuki-kilns and prock furnaces) as well as flat furnaces, screw furnaces, rotary kilns, and fluidized bed furnaces for industrial mass production are used for its production. However, for materials with well-defined properties, such as thinned wood and sawmill waste, there is little need for dioxin control and conventional technologies can be used. However, for carbonization equipment used as an alternative to waste incineration, the problem of dioxin is unavoidable.
What is required of carbonization equipment for recycling purposes is to obtain good quality carbonized material at low cost without generating dioxin. To achieve this, the furnace must be sealed and oxygen-free (or low oxygen), steamed at high temperatures, and the contents stirred to ensure homogeneous carbonization.
Characteristics and Advantages of Carbonization Equipment
Rotary kilns are currently the most highly regarded carbonization equipment available. In the rotary kiln method, the material is placed in a rotating cylindrical furnace and carbonized by internal or external heat. This method has the following advantages
Various organic materials can be carbonized: Anything with organic content can be carbonized, and the organic content in the raw material can be converted into combustible dry distillate gas to save fuel.
Simple structure and fewer breakdowns: Fewer breakdowns are required because there are no mechanical parts in the furnace.
No need for dioxin countermeasures: Although advanced sealing technology is required, dioxin removal equipment and stoker are no longer necessary, making the kiln superior in terms of installation space and equipment price.
Homogeneous carbonization: Rotation of the kiln eliminates uneven baking.
Because this is a well-established field of technology, a large number of companies, from major machinery manufacturers to small and medium-sized companies and venture businesses, have entered the carbonization equipment market, developing equipment ranging in scale from 100 kilograms per day to several tens of tons per day.
Expanding Charcoal Market and New Applications for Organic Waste
One of the reasons carbonization is attracting so much attention is the expanding range of applications for charcoal. While it is often difficult to distribute products in the recycling business, the prospects for carbonized products are relatively bright. Charcoal, which was produced at a rate of about 2.7 million tons per year in the 1940s, has been used as a primary fuel, but in recent years, new demands other than fuel have arisen and production has increased.
The excellent functionality of charcoal as a material has expanded its diverse applications to include soil conditioners, humidity regulators, deodorizers, and activated carbon. In particular, charcoal has been proven to adsorb toluene, xylene, and formaldehyde, which are substances that cause sick building syndrome, and the use of charcoal in wood waste, such as thinned lumber, pruned branches, mill ends, and saw dust, is increasing.
Carbonization of Construction Wood Waste
Construction waste wood is the most suitable raw material for charcoal. In particular, the full enforcement of the Construction Materials Recycling Law in May 2002 will provide a tailwind. According to a survey by the Ministry of Land, Infrastructure, Transport and Tourism, there is an urgent need to develop applications for construction waste wood, as its reuse has not progressed. Kumagaya Carpon and other companies in Kumagaya City, Saitama Prefecture, are developing businesses in this field, adding value through carbonization.
Carbonization of Municipal Solid Waste
Of the approximately 51 million tons of general waste generated annually, about 39 million tons are incinerated. Although the recycling rate is increasing due to the expansion of sorted collection by municipalities, there is a need to strengthen dioxin countermeasures as incinerators are upgraded. Carbonization of municipal solid waste is expected to be a means of obtaining high added value, and Itoigawa City in Niigata Prefecture plans to introduce a carbonizing furnace and use it as an alternative fuel to coal.
Carbonization of Sewage Sludge
Japan's sewage penetration rate reached 62% at the end of 2000, and recycling of sewage sludge generated at sewage treatment plants is being promoted. A sewage sludge carbonization facility is in operation at the Lake Biwa Konan Chubu Purification Center in Kusatsu City, Shiga Prefecture, and is used as a soil conditioner and deodorizing material.
Carbonization of Food Waste
The Food Recycling Law enacted in 2001 mandates the control of food waste generation and recycling. Food waste is often used as fertilizer or feed, but new applications are being developed through the use of carbonization technology. For example, technology has been developed to produce activated carbon by using limonene extracted from citrus fruits for pretreatment to remove salt and oil.
Carbonization of Livestock Excrement
Proper treatment and recycling of livestock excrement is also important. At a poultry farm in Hokkaido, chicken manure is carbonized to produce high-value-added fertilizer, creating a recycling system.
Conclusion
Carbonization is effective as a device for reducing the volume of organic waste that is difficult to dispose of due to its high water content. In addition, the generated charcoal has a higher commercial value than compost or molten slag, making it easy to establish a recycling business. In addition, new demands are expected for sick house syndrome countermeasures and greening projects. In the future, carbonizing furnaces are expected to expand their market as “calcination furnaces” as their performance is required to meet various organic waste recovery methods and product applications.

近年の廃棄物処理と再資源化の動向:炭化技術の現状と展望
近年、ダイオキシン対策特別措置法や廃棄物処理法の改正により、廃棄物の焼却に対する規制が厳しくなっています。同時に、資源循環型社会の実現に向けた各種リサイクル法が法制化され、最終処分場の逼迫に伴い、廃棄物処理費用も高騰しています。これにより、廃棄物処理は焼却・埋立てから再資源化への転換が強く求められるようになりました。
その結果、従来は脱水・乾燥・焼却などの中間処理の後に埋立処分されていた有機性廃棄物(建設廃木材、食品廃棄物、下水汚泥、家畜糞尿など)についても、単純焼却に代わる再資源化手法のニーズが浮上しています。特に「炭化」が注目を浴びています。
炭化炉開発の現状と方向性
炭化の代表例としては木炭の製造があります。現在、その製造には伝統的な炭焼き技術(築窯やプロック炉など)と、工業的な大量生産を目的とした平炉、スクリュー炉、ロータリーキルン、流動炉などが使用されています。しかし、間伐材や製材所廃材など、性状がはっきりしているものについてはダイオキシン対策の必要性が低く、従来技術で対応できます。しかし、廃棄物焼却処理の代替としての炭化装置においては、ダイオキシン問題は避けられません。
リサイクルを目的とした炭化装置に求められるのは、ダイオキシンを発生させずに低コストで良質な炭化物を得ることです。これを実現するためには、炉を密閉し無酸素(あるいは低酸素)にして高温で蒸し焼きにし、均質に炭化が進むように内容物を撹拌することが必要です。
炭化装置の特性と利点
現状で評価が高い炭化装置としてロータリーキルンがあります。ロータリーキルン式は回転する円筒形の炉に原料を入れ、内熱または外熱で炭化させる方式です。この方式には以下の利点があります:
- 多様な有機分を炭化可能:有機分を含んだものであれば何でも炭化でき、原料に含まれる有機分を可燃性の乾留ガスに変えて燃料を節約できます。
- 単純構造で故障が少ない:炉内に機械的な部分がないため、故障が少なくなります。
- ダイオキシン対策が不要:高度なシール技術が要求されるものの、ダイオキシン除去装置やストーカが不要になり、設置スペースや装置価格の面で優れています。
- 均質な炭化:キルンの回転により焼きムラがなくなります。
この技術が確立されている分野であるため、炭化装置には大手機械メーカーから中小・ベンチャー企業まで多数が参入しており、日量100キログラムから数十トンまでの規模の装置が開発されています。
炭市場の拡大と有機性廃棄物の新用途
炭化が注目される理由の一つは、炭の用途が広がっていることです。リサイクル事業において生成物の流通が難しい場合が多い中、炭化物は比較的見通しが明るいです。昭和10年代には年間270万トン余り生産されていた木炭は、主要燃料として利用されてきましたが、近年では燃料以外の新しい需要が生まれ、生産量が増加しています。
炭の持つマテリアルとしての優れた機能性により、土壌改良材、調湿材、脱臭剤、活性炭など多様な用途が広がっています。特に、シックハウス症候群の原因物質であるトルエン、キシレン、ホルムアルデヒドの吸着効果も立証されており、間伐材や剪定枝、製材所の端材や鋸くずなどの木質系廃棄物の炭利用が拡大傾向にあります。
建設廃木材の炭化
木炭の原料として最も適しているのが建設廃木材です。特に2002年5月に建設資材リサイクル法が完全施行されることは追い風となります。国土交通省の調査によると、建設発生木材の再利用が進んでいないため、用途開発が急務です。埼玉県熊谷市の熊谷カーポンなどがこの分野で事業を展開しており、炭化処理による高付加価値化が進められています。
都市ごみの炭化
年間約5100万トンの一般廃棄物が排出される中、約3900万トンが焼却されています。自治体による分別回収の拡大によりリサイクル率は向上していますが、焼却炉の更新に伴いダイオキシン対策の強化が求められています。都市ごみの炭化は、高付加価値を得る手段として期待されており、新潟県糸魚川市では炭化炉が導入され、石炭の代替燃料として利用される計画です。
下水汚泥の炭化
日本の下水道普及率は2000年末で62%に達しており、下水処理場で発生する下水汚泥の再資源化が進められています。滋賀県草津市の琵琶湖湖南中部浄化センターでは、下水汚泥の炭化施設が稼動しており、土壌改良材や脱臭材として利用されています。
食品廃棄物の炭化
2001年に施行された食品リサイクル法により、食品廃棄物の発生抑制とリサイクルが義務付けられています。食品廃棄物は肥料や飼料として利用されることが多いですが、炭化技術を用いることで新たな用途が開発されています。例えば、柑橘類から抽出したリモネンを前処理に使うことで塩分や油分を除去し、活性炭を製造する技術が開発されています。
家畜排泄物の炭化
家畜排泄物の適正な処理とリサイクルも重要です。北海道の養鶏場では、鶏糞を炭化して高付加価値の肥料を製造し、循環システムを構築しています。
まとめ
炭化処理は、含水率が高く廃棄処分が難しい有機性廃棄物の減量装置として有効です。また、生成された炭はコンポストや溶融スラグと比較して高い商品価値を持ち、リサイクル事業として成立しやすいです。さらに、シックハウス対策や緑化事業などの新しい需要も見込まれます。今後、各種有機性廃棄物の回収方法や生成物の用途に応じた性能が求められ、炭化炉は「焼成炉」として市場拡大が期待されます。

1999年8月(61)の環境ビジネスニュース
「ロシアへ新環境支援」政府は新たなロシア支援策として、総額100億円規模の「露環境・エネルギー総合開発協力プロジェクト」に乗り出す方針です。柱は、温室効果ガスの削減事業の共同研究(99年度から3年間で約10億円の資金協力)、風力や太陽光など石油代替エネルギーの導入促進(99年度中に10億円規模の支援)、上水道や道路などインフラ整備の支援(99年度中に4億円の支援)です。
「臭素化ダイオキシンを本格調査」ダイオキシン類と化学構造が似ているため、同様の有害性を持つ可能性が指摘されている臭素化ダイオキシンについて、環境庁は本格的な実態調査に乗り出します。2000年度にごみ焼却施設周辺を中心に全国10カ所で大気調査を行います。臭素化ダイオキシンは、プラスチック部品などに使われる臭素を含む難燃剤を燃やしたり加熱したりすると発生しますが、国内では測定されたことがなく、汚染実態も不明です。
「都内で化学物質3万4000トン排出」東京都の調べで、発がん性、毒性のある91の化学物質が都内の工場・事業所、車から年間3万4000トン、大気や河川などに排出されていることが分かりました。工場・事業所からの排出量は91物質、計約3万1000トンです。最も多いのは染料、顔料の原料に使われるトルエンで約5700トン。次いで洗浄や溶剤などに使われる1,1,1-トリクロロエタン。業種では機械製造と印刷業などが目立ちました。
「ダイオキシン全国監視体制を整備」環境庁は2000年度から全国の海、湖、河川約4000カ所、大気約400カ所でダイオキシンを測定する方針です。2000年1月から施行されるダイオキシン対策特別措置法で水質と大気などの環境基準設定と、大気や排水として環境中に出している工場・事業所、焼却場などを指定し、排出基準値を決めて規制することを定めているため、モニタリング体制の整備が必要と判断しました。
「ハロン回収進まず濃度増加」オゾン層破壊物質ハロンの大気中濃度が日本上空で依然上昇中です。環境庁の調べでは1989-1998年の10年間で濃度が1.5-1.7倍高まり約0.004ppbになりました。ハロンは消火剤として使われ、日本では1993年末に生産が全面的に中止されましたが、それ以前に販売された消火器などから放出が続いているとみられます。規制強化後、業界団体が自主的に回収を進めていますが、これまでの回収量は生産量の1%以下です。
「ビスフェノールA胎児に影響」給食容器などからの溶出が問題になっている環境ホルモンのビスフェノールAが、1ppmという低濃度でも胎児の血液循環機能に悪影響を及ぼすことを、鎌倉女子大学家政学部の秋田正治講師らがラットを使った実験により突き止めました。ただし、今回の実験で使ったビスフェノールAの濃度は現実に人間が環境から受けるレベルよりは2桁以上高いものです。
「古紙、仕入れ値上昇」8月の関東の古紙問屋仕入れ値は新聞古紙が1キロ4〜5円、段ボール古紙も同1〜2円で前月より上値が50銭〜1円値上がりしました。製紙会社の需要が伸びているためです。とはいえ、価格は依然低水準で、この程度の値上がりでは回収増は見込めないとの回収業者の見方が大勢です。
「136処分場で施設の不適切放置」1998年春に厚生省が市町村が設置する管理型処分場を調査したところ、遮水シートなど汚水の浸透防止策を施していない処分場が538施設あり、そのうち364施設が焼却灰やばいじんを埋め立てていました。それに対し設備の改善状況などを求めたが、1999年7月の調査で136施設が、代替処理施設確保の遅れなどを理由に、遮水工事を施さないまま焼却灰の搬入を続けている実態が明らかになりました。
「世界人口60億人突破」米商務省統計局がインターネット上で表示している世界人口カウンターが、日本時間7月19日午前に60億人を突破しました。1999年1月に同局が発表した世界人口報告によると、1804年に10億人に達した世界人口は、1960年に30億人を記録した後も加速度的に増え続けています。2025年には約80億人に、2050年には約93億人に達すると予想されています。
「排ガス増減税、対象は40万台を想定」自動車環境税制研究会は7月、NOx排出量による自動車税率の変更を求める報告書をまとめました。報告書を受け環境庁は、税を軽くする対象車を2000年からの新排ガス規制を達成した低排ガス車、電気自動車など低公害車、重くする車を1978年規制が始まる前のガソリン車、1982年規制以前のディーゼルトラックなどと想定し、対象車は合わせて約40万台になるとみています。
「米トヨタに7兆円の罰金求め提訴」米司法省が7月、米国トヨタが米国国内で販売した1996〜1998年モデル車のうち、220万台が環境基準に違反しているとして582億ドルの罰金支払と違反者の無料改修の実施を求め連邦地裁に提訴しました。米では環境基準以上のガスを車が排出した場合、運転者に知らせるランプを運転席に取り付けるよう定めていますが、トヨタのシステムでは警告ランプがつかないケースがあるというものです。
「除草剤からダイオキシン検出」1990年代前半に水田の除草剤として使われた有機塩素系農薬「CNP」からダイオキシンが検出されたと農水省が発表しました。過去の分析では含有が確認されませんでしたが、分析精度の向上により検出されました。CNPは発がん性の疑いが指摘され、すでに製造・販売が中止されています。昨年までに累計7万7000トンが出荷されており、農水省では、市場に出回った製品は回収を終えたとしています。
「アルミ缶回収率過去最高」アルミ缶リサイクル協会のまとめによると、98年度のアルミ缶回収率は前年度に比べ1.8ポイント上昇し、74.4%と過去最高となりました。回収量は約20万2000トン。アルミ圧延メーカーが缶材への再利用を積極化したため、回収された缶が再び缶に利用された比率も79.0%で前年度比5.7%上昇しました。このほかの用途は主に自動車部品に使うアルミニウム合金や鉄鋼の生産工程で使う脱酸剤などです。
「中国の環境保護投資43%増」中国国家環境保護総局が発表した最新の「中国環境状況公報」によれば、98年の中国全土における環境保護投資は721億8000万元(約1兆叩乃憶円)で、前年比43.7%増となりました。このうち都市環境保護は456億元で、同77.7%増と高い伸びを見せました。中国国家発展計画委員会でも環境保護産業を新興産業として重点育成する方針を明らかにしており、中国で環境対応が徐々に活発化しています。
「環境都市目指し名古屋が基本計画案」名古屋市が今後の環境保全の総合的、長期的施策の指針となる環境基本計画案をまとめました。2010年度を目標に「環境への負荷の少ない循環都市なごや」など5つの個別目標を設け、低公害車の普及促進やダイオキシン類の排出規制、ISO14001の認証取得支援など19の施策を掲げました。8月下旬にも計画を策定し、年度内に協議会を設置する予定です。
「商社向けの環境会計手法を検討」商社の業界団体である日本貿易会が環境会計の共通ガイドラインを策定します。7月下旬から検討開始し、年内に取りまとめる予定です。環境会計は国際的な基準が確定していないことに加え、膨大な事業領域や地域対象を抱える商社の場合、費用や効果の算出が複雑にならざるを得ません。環境庁が今春公表したコストを6項目に分類する手法をたたき台に、製造業とは異なる問題点を検討します。
「自治体の分別収集状況」厚生省によると、98年度に容器包装リサイクル法に基づき分別収集を実施した市町村は、缶類に限れば全国3233市町村のうちスチール缶で2572市町村(前年度2411)、アルミ缶で2587市町村(同2420)といずれも8割に達しました。しかしながら、PETボトルでは31%の1011市町村(同631)、牛乳パックなど紙用紙パックでは34%の1111市町村(同993)にとどまりました。
「再生PET樹脂価格高騰」使用済みPETボトルを原料とした透明シート向け再生PET樹脂価格が現在1キロ80-90円で年初から30〜50%の値上がりとなりました。卵など食品パック用で塩ビ系素材から代替が拡大しているのに対し、再生業者の設備投資が遅れているためです。99年度需要は前年の倍の1万トンに達する見通しですが、繊維向けも含めた価格上昇によりリサイクル製品の増産意欲が鈍化する可能性もあります。
「環境犯罪市場、年間数百億規模」ジュネーブで国連環境計画が開いた環境犯罪をめぐる会議で、フロンガスの違法取り引き、有害廃棄物の不法投棄、希少野生動物の密輸など国際犯罪が拡大していると指摘されました。王立国際問題研究所などによると環境犯罪による取り引き規模は年間20億〜30億ドル規模に達すると見ています。国連は国際刑事警察機構などと連携強化に動くとともに、国際的取り決めの遵守を各国に促しています。
「国内でも環境犯罪23.0%増」99年1〜6月に全国の警察が摘発した環境犯罪は828件で、98年同期より23.0%増加しました。このうち産廃事件は98年とほぼ同数の158件ですが、その中で複数県の業者が関わる広域事件が23.0%増の57件、野焼き事件が87.5%増の37件でした。警察庁は99年4月から環境犯罪対策推進計画を策定し、取り締まりを強化したためで、それ以降の4〜6月でみると産廃事件は65.4%の大幅増となりました。
「希少生物に限らず調査求める」自然影響評価の実施方法で環境庁が指針をまとめました。6月施行の環境アセスメント法で地域の生態系全体の把握が求められたため、指針では調査対象とする生物種などを具体的に例示しました。希少生物だけでなくタヌキやトンボ類、チョウ類など地域の生態系を代表する生物から複数種を選び調査するよう求めています。また、地域住民が親しむ雑木林や水田、河川敷などの場所も調査対象に加えるよう求めています。
「東京湾で貧酸素水塊拡大」環境庁がまとめた東京湾の95年水質調査結果によると、7〜9月の夏期に水中の酸素量が1リットル当たり3ミリグラム未満の貧酸素状態になる地点の割合が、沿岸部ではほぼ横ばいであるのに対し、湾中央部などの延べ24地点では増加しました。89年調査ではわずか1地点だったため、これまで水質が比較的良かった水域への汚染拡大を示しています。
「環境基準達成率、河川で87%」建設省が98年の全国一級河川水質調査結果を発表しました。環境基準を満たしたのは全1094地点のうち過去最高の87%(前年比7ポイント増)でした。全国的に雨が多く、流量が豊富だったためです。最もきれいな川は黒部川(富山県)と安倍川(静岡県)でBOD平均は1リットル当たり0.3ミリグラム。一方ワースト1は大阪府、奈良県を流れる大和川で同5.8ミリグラムでした。
「水不足による食糧危機間近」急速に進む水不足が世界の食糧生産を大幅に低減させ、途上国で飢饉や水争いによる紛争が頻発する可能性があるとする報告書をワールドウォッチ研究所が発表しました。世界の水需要の約3分の2が灌漑に使われ、それにより食糧の4割が生産されていますが、増加する世界人口をまかなう食糧をつくるには、2025年までに新たにナイル川24本分の流量に当たる灌漑用水が必要になるといいます。
「大気中のダイオキシン、冬は固体化」摂南大学の研究グループは観測により、大気中のダイオキシンは夏は気体の状態で、冬になると浮遊微粒子に付着して固体化することを突き止めました。また気体状態と粒子を合わせた大気中ダイオキシン濃度は一般に夏よりも冬のほうが高いことも分かりました。大気中のダイオキシンの状態が分かったことで、人間が呼吸を通じてダイオキシンを取り込むプロセス解明に役立つといいます。
「低公害車での搬入義務づけを検討」東京都は、取引業者が庁舎に荷物などを搬入する際に低公害車使用を義務づける「グリーン配送制度」を導入する方向で検討を開始しました。現在、取引業者は約1万社。これらの業者が使用している車のうち特に大気汚染の原因となっているトラックなど大型ディーゼル車を規制対象にしたい考えです。導入までには数年の猶予期間を設け、買い換えや排ガス削減装置開発の支援策なども検討します。
「廃プラ処理量、現状の6倍に拡大」通産省が2000年4月から容器包装リサイクル法で新たに企業に再商品化を義務づける廃プラスチック製容器包装の処理見込み量を約12万トンとする予測をまとめました。現在再商品化されている量は年2〜3万トン。2000年度の見込み量の内訳は高炉原料としての再利用が約半分ですが、高炉が利用できない地域もあり、プラスチック原材料、アンモニアなど化学原料化も有望です。

Local eco-money for solving environmental problems? - “Take pumpkin exports as an example.” 2002.02 (91)
1. “Three Relationships Between Global Environmental Problems and the Economy”
The main causes of global environmental problems include population growth, economic disparity between North and South, expanding financial markets, the evolution of material civilization, the gap between nations, the capitalist system, and international domestic laws. As a result, phenomena such as desertification, global warming, deforestation and other natural resource depletion, ocean pollution, air, water and soil contamination, ozone layer depletion, and abnormal weather are occurring.
2. Global Environment → Economy
These global environmental problems naturally have a major impact on the economy. For example, abnormal weather, whether it is a cool summer or an extremely hot summer, can cause major damage to crop harvests and lead to a sharp rise in the price of grains. This is a major economic problem, which becomes even more apparent when grain production is concentrated in North America, as is the case today.
3. Economy → Global Environment
However, the relationship between the global environment and the economy is not simple. Not only do environmental issues have a major impact on the economy, but the economy also affects the global environment. An example of this is the case of the rich northern countries that are expropriating the natural resources of the southern countries. Northern countries continue to purchase food, forest resources, oil and natural gas, etc. from southern countries with huge amounts of money.
4. “Limits to Economic Growth.”
It is said that it is a chicken and egg relationship: while global environmental problems affect the economy, the economy also affects global environmental problems, and this interaction has spiraled up to the point where, at the current stage, future economic growth is limited without consideration for the global environment. Therefore, the term “how to achieve sustainable growth” is of great significance.
One useful measure to achieve sustainable growth is, for example, not to fix the global food factory in a region from a global perspective, as in the case of grain production mentioned earlier. The idea is to respect the uniqueness of each region and increase food self-sufficiency. In addition to this, a number of other measures for sustainable growth are being attempted, but regional money seems to be a quite effective way to overcome the current situation.
5. “The Importance of Local Money”
It is generally said that “when there is only one currency in circulation, the local economies that make up the economic zone tend to atrophy. The current financial situation is also referred to as unipolar domination by the dollar, resulting in extreme concentration of wealth. The North-South problem of abundance in the North and poverty in the South has been an issue for some time, but there is no prospect for improvement, and in fact, the disparity tends to widen. The dollar accounts for 65% of foreign currency reserves, 40% as an investment currency, 42% as a trading currency in the foreign exchange market, and 48% in world trade, so unipolar domination may be an exaggeration. However, even though the share of currencies other than the dollar is diversified, it can still be said to be dollar-oriented. Let us consider the implications of this single currency and regional atrophy.
6. “Take pumpkin exports as an example.”
To simplify the explanation, let us assume that there are two countries, A and B. Country A produces pumpkins and country B consumes them. Let us also assume that country A produces nothing but pumpkins and that all consumption in country A depends on country B. Country A harvests 100 kg of pumpkins and receives 1,000,000 yen. However, this 1,000,000 yen is for the cost of growing the pumpkins for consumption for the next year and for the inhabitants of Country A to live on. Under certain conditions, all of this 1 million yen is used to import consumable goods from Country B, and the entire amount is paid to Country A as payment for the purchase of consumable goods. Since this example is based on the condition that all consumption is dependent on Country B, it may not be so extreme in practice, but it can generally be said that as consumption in Country B increases, so does the dependence of consumption on Country A.
Next, we add a condition: Country A has a common currency called “yen” as well as a local money called “eco. Let us assume that 1 eco = 1 yen. Country A harvests 100 kg of pumpkins, the same as last year. Country B purchases only 80 kg of pumpkins and pays 800,000 yen to Country A. Country B pays 200,000 yen for the remaining 20 kg of pumpkins. The remaining 20 kg is exchanged for 200,000 ecos. However, there is an important point here. The first condition is that Country A has no other industry and imports all necessities of life from Country B. The second condition is that Country B has no other industry and imports all necessities of life from Country A.
If we assume that the local money “eco” is 200,000 eco, Country A must produce the equivalent of 200,000 eco-friendly products on its own. This is where the power of regional money comes in: the 800,000 yen for the 80 kg of goods will be lost to consumables from Country B, but the 200,000 ecos will remain within the country itself. In the system of local money, as long as there is local money, there will be trade and distribution of goods, and if the economy of country A is 1,000,000 yen, even if the trade from country B is unilaterally cut off, only 200,000 ecos can be prevented from being damaged. Furthermore, the more self-sufficient a country is, the more this 200,000 ecos will increase, and thus, a more stable economic system can be built.

■「地球環境問題と経済の3つの関係」
地球環境問題の主な原因として、人口増加、南北の経済格差、拡大する金融市場、物質文明の進化、国家間の隔たり、資本主義制度、国際国内法などが挙げられます。その結果、砂漠化、温暖化、森林伐採などの天然資源の枯渇、海洋汚染、大気・水・土壌汚染、オゾン層の破壊、異常気象などの現象が起こっています。
■「地球環境→経済」
このような地球環境問題は、当然ながら経済に大きな影響を与えます。たとえば、異常気象の一例を挙げると、冷夏であれ酷暑であれ、農作物の収穫に大きな被害がもたらされ、穀物の価格高騰を引き起こします。これは大きな経済問題であり、現在のように北米に穀物生産が集中している状況ではさらに問題が顕在化します。
■「経済→地球環境」
しかし、地球環境と経済の関係は単純ではありません。環境問題が経済に大きな影響を与えるだけでなく、経済もまた地球環境に影響を与えています。たとえば、豊かな北の国々が南の国々の天然資源を収奪しているという事例が挙げられます。北の国々は、南の国々から食料、森林資源、石油・天然ガスなどを巨額な資金をもって購入し続けています。
■「経済成長の限界」
どちらが先か、鶏と卵の関係と言われますが、地球環境問題が経済に影響を与える一方で、経済もまた地球環境問題に影響を与えるという相互作用がスパイラルアップし、もう現在の段階では、地球環境への配慮なくしては将来の経済成長も限界があるという状況になっています。したがって、どのように持続的成長を果たしていくか、という言葉が大きな意味を持ちます。
持続的成長を実現するために有用な方策としては、たとえば、先に述べた穀物生産のように、グローバルな視点で地球上の食料工場を地域に固定化させない方法もあります。各地域の独自性を尊重し、食料の自給率を高めることです。このほか、持続的成長のための方策はいくつも試みられていますが、現状を打開する方法として、地域マネーはかなり有効な方法だと思われます。
■「地域マネーの重要性」
一般的には、「流通する通貨が一つだけの場合、経済圏を構成する地域経済は萎縮する傾向がある」と言われています。現在の金融事情はドルによる一極支配とも言われ、その結果、富の極端な集中化がもたらされています。北の豊穣、南の貧困という南北問題は以前から問題になっていますが、一向に改善の見通しはなく、かえって格差が広がっていく傾向にあるようです。ドルは外貨準備高としては65%、投資通貨としては40%、為替市場における取引通貨としては42%、世界貿易においては48%のシェアを占めていますから、一極支配というのは大げさかもしれません。しかし、ドル以外の通貨の比率は分散しているとは言え、やはり、ドル本位制と言えるでしょう。ここではこの単一通貨と地域萎縮の意味を考えてみましょう。
■「かぼちゃの輸出を例に」
説明を単純化するために、A国とB国があるとします。A国ではかぼちゃを生産し、B国ではこれを消費するとします。また、A国ではかぼちゃ以外の生産物はなく、A国での消費はすべてB国に依存するとします。収穫期が来ました。A国では100kgのかぼちゃを収穫し、100万円です。A国はB国にかぼちゃを輸出し、100万円を受け取ります。ただし、この100万円は、今後一年間の消費かぼちゃを栽培するための経費やA国の住民が生活するためのお金です。条件によって、この100万円はすべてB国から消費物資を輸入し、その全額がA国へ消費物資購入代金として支払われます。この例は消費をすべてB国に頼るという条件なので、実際はそんなに極端ではないかもしれませんが、B国の消費が増えるにつれて、A国への消費依存度も高まるということは一般的に言えると思います。
次に、条件を加えます。A国は、「円」という共通通貨の他に「エコ」という地域マネーをもっています。「1エコ = 1円」とします。かぼちゃの収穫期がきました。A国の収穫は、昨年と変わらず100kgです。ここで、B国は80kgだけを購入し、80万円をA国に支払います。残りの20kg分の代金20万エコと交換されます。ただし、ここで重要なことがあります。それは、最初の条件でA国には他の産業がなく、すべての生活必需品をB国から輸入している、という条件です。
地域マネー「エコ」を20万エコとすると、この20万エコに相当する生活必需品をA国は自力で生産しなければなりません。地域マネーのすごさはここからです。80kgの代金である80万円はB国からの消費物資に消えてしまいますが、20万エコは自国内に残ります。地域マネーの制度では、地域マネーがある限り、物と物との取引、流通があります。A国の経済が100万円であるとして、もし、B国からの取引を一方的に切られたとしても、20万エコだけは損害を防げるというわけです。さらに、自給率を高めるほど、この20万エコは増えていきますから、さらに安定した経済システムを築くこともできるでしょう。

■ “Conceptualization of the Standard”
ISO 14001 certification means establishing and operating an environmental management system. The results are then reviewed, and top management is responsible for spiraling up the environmental policy, objectives, and targets to solve the next problem, in accordance with the ISO standard. This sequence of steps is called “continuous improvement through the PDCA cycle” of the environmental management system. It should be noted that the international standard ISO 14001 only establishes the framework of the environmental management system and how to operate this framework.
The “policies, objectives, and targets” positioned in the environmental management system are not modeled anywhere, but rather must be determined voluntarily by the organizations and companies that adopt the ISO 14001 environmental management system. In layman's terms, it says that we will create a framework for solving problems and teach how to move that framework, but it does not say anything about how to fill that framework or how to work on higher content.
Furthermore, whether the environmental management system is functioning well or not is to be verified by a company through internal environmental audits, followed by third-party certification in the form of surveillance and reassessment by an audit organization. In other words, there are two aspects to obtaining ISO 14001 certification: (1) the creation of an environmental management system and (2) having an audit organization assure the status of maintenance and operation of the environmental management system as a third-party certification.
First, (1) is characterized as a system standard that is said to have started with ISO 9000. (Third-party certification (2), as mentioned in the previous section, evaluates an organization or company in terms of quality, environment, health and safety, financial accounting, labor, travel, and so on. The evaluation is then certified by a third-party organization.
■ “Fulfillment of Standards, Realistic Response”
When considered in this way, it is clear that ISO 14001 itself does not plan to develop specifics on how to incorporate international issues into the management system and solve them. For example, in the environmental management system, the first step is to establish an environmental policy, evaluate environmental aspects, identify important environmental aspects, and determine objectives and targets to be implemented.
For the environmental policy, the main focus is on the maintenance and preservation of ecosystems for living organisms, water, air, soil, and so on. However, what about the evaluation of environmental aspects? Before evaluating environmental aspects, it would be better if the company has a quality management system that is at the same level, if not to the level of ISO 9000 certification, then to the level of ISO 9000 certification. If the environmental aspects are evaluated on top of that, and if LCA is developed, even greater environmental improvement effects can be achieved.
I believe that an ISO 14001 environmental management system will function effectively only when the prerequisites for quality and production management behind it are in place, and when there is information that contributes to decision making for spiraling up, LCA, and EPE. That is why the ISO 14000 series consists of LCA (Life Cycle Assessment), EL (Ecolabel), and EPE (Environmental Performance Evaluation).
In addition, ISO 14001 is at the crossroads of these flows, and it should be noted that it cannot exist independently of either the vertical or the horizontal flows. Therefore, in terms of environmental issues, ISO 14001 is not a solution to environmental problems.
So, in terms of environmental issues, it is not too late to focus on the preliminary stages of quality and production management and preparation for certification, rather than narrowing the target to ISO 14001 certification only, and only after gaining confidence to implement LCA and EL in the future. Actions aimed solely at certification will only delay the resolution of the problem.
■ “Environmental Risks for Companies”
In general, the risks include: 1) legal risks, 2) risks associated with newly strengthened environmental laws, and 3) risks such as damage to the company's image. Legal risks include administrative and criminal penalties imposed for violations, suspension of operations, liability for pollution cleanup, and liability for damages to third parties due to illegal activities. In addition, risks associated with the new stricter environmental laws include worsening profitability due to capital investment to comply with stricter environmental standards, withdrawal from business, including plant closures, and difficulties for new businesses to enter the market.
And risks such as damage to corporate image refer to cases in which violations of environmental laws or environmental pollution accidents are picked up by the mass media, or when consumer groups brand a company as producing products that are harmful to the environment. Today, in addition to legal responsibility, moral or social responsibility is becoming increasingly important. A typical example of corporate environmental risk is the 1978 Love Canal incident, an environmental pollution accident caused by hazardous waste in the United States. This incident led to the enactment of the Superfund Law (Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)) in 1980, which aims to promote the cleanup of soil contaminated by hazardous substances.
In Japan, however, there has been no legal basis for ordering companies and other polluters to clean up contaminated sites, and most contaminated sites have been left unattended. However, with the enactment of the amendment to the Water Pollution Control Law in May 1996, prefectural governors have been able to order companies that have contaminated soil with toxic substances to take cleanup measures since April 1997. In addition, a manifest system to control illegal dumping of industrial waste has been introduced and penalties for violators are expected to be imposed. In the future, regulations related to dioxin are expected to be substantially strengthened.
■ “Japan's Environmental Regulations and Corporate Responses
As described above, Japan's environmental regulations are moving in the direction of strictly pursuing corporate responsibility, and companies must thoroughly manage their environmental risks, or they may suffer serious damage to their operations. One way to handle such environmental risks is risk financing through non-life insurance. Insurance coverage varies from country to country, but mainly covers two types of risk: liability for damages to third parties due to tortious behavior and liability for pollution cleanup.
In the past, Japanese insurance companies insured only “accidents that occurred accidentally” under third-party liability insurance, but this was no longer sufficient to deal with real environmental risks, and in 1992 AIU Insurance Company (Chiyoda-ku, Tokyo) developed and launched a new environmental pollution liability insurance policy that also covers “liability for pollution that occurs gradually. The policy covers only business activities. The policy covers damages caused by water, air, and soil pollution resulting from business activities, and specifically covers the following seven items
The following seven items are specifically covered: bodily injury to a third party and damage to property, loss of use of a third party's property, infringement of fishing rights and fishing rights, pollution cleanup costs based on the operator's share of pollution prevention project expenses (however, cleanup costs for land owned by the operator are not covered), damage prevention mitigation costs, costs to preserve indemnity rights, and costs for disputes. Insured businesses include chemical plants, intermediate treatment facilities and final disposal facilities, places that store or use hazardous substances in their premises, and semiconductor plants. It is said that fewer than 100 companies in Japan have environmental pollution liability insurance, but if regulations are tightened, such as by expanding the scope of coverage for hazardous substances, it is expected that a significant number of companies will have environmental pollution. The environmental liability insurance framework is expanding, as evidenced by the fact that in January 1997, Sumitomo Marine became the first company in Japan to sell environmental pollution liability insurance for waste dischargers that outsource the disposal of industrial waste to outside contractors.
Furthermore, in September 1997, AIU launched dioxin insurance as a special policy for environmental pollution liability insurance. Meanwhile, in the U.S., with its strict environmental laws such as the Superfund law, environmental pollution liability insurance is a 50 billion yen market. In the U.S., where strict environmental laws such as the Superfund law exist, environmental pollution liability insurance is a 50 billion yen market, and purchasing environmental pollution liability insurance has already become a social system.
In addition, some insurance companies in the U.S. have launched insurance policies that specifically cover only liability for environmental pollution, professional liability insurance for environmental consultants, and contractor liability insurance for waste disposal companies and others.

■「規格の構想」
ISO 14001の認証取得とは、環境マネジメントシステムを構築し、運用すること。そして、その成果を見直し、トップマネジメントの責務として、環境方針、目的および目標をスパイラルアップさせて、次の問題の解決に当たるという方法論をISO規格に沿って行うということである。この一連の流れを環境マネジメントシステムの「PDCAサイクルによる継続的改善」とし、ISO 14001という国際規格では、環境マネジメントシステムという枠組みを構築し、この枠組みをどう運用していくか、ということしか決めていないことに注意しなければならない。
環境マネジメントシステムの中に位置づけられている「方針、目的、目標」は、どこかにそのお手本があるのではなく、このISO 14001による環境マネジメントシステムを採用する組織や企業が自主的に決めていかなければならないものである。平たく言えば、問題解決のための枠組みづくりをやりましょう、その枠の動かし方も教えましょう、しかし、その枠をどう埋めますか、より内容の高いコンテンツにどう取り組みますか、ということには何も触れていない、ということである。
さらに、環境マネジメントシステムが良好に機能しているかどうかは、企業で内部環境監査を行い、さらに審査機関によるサーベイランス、再審査という第三者認証を実施することになっている。つまり、ISO 14001の認証取得には、(1)環境マネジメントシステムづくりと、(2)環境マネジメントシステムの整備、運用の状況を第三者認証として審査機関に保証させる、ということの二面があると言える。
まず、(1)であるが、これはISO 9000から始まったと言われるシステム規格としての特徴である。(2)の第三者認証は、前回述べたように、組織または企業を、品質、環境、安全衛生、財務会計、労務、旅行などの切り口で、それぞれに評価を行う。そして、その評価を第三者機関に証明させるというものである。
■「規格の充足、現実的対応」
このように考えてくると、ISO 14001そのものは国際問題をどのようにマネジメントシステムに組み込んで、解決していくかという具体的な展開を予定しているのではないことが分かる。たとえば、環境マネジメントシステムでは、まず、環境方針を定め、環境側面の評価を行い、重要な環境側面を抽出し、実施すべき目的・目標を決めるとある。
環境方針については、生物、水、大気、土壌などに対する生態系の維持・保全が主である。しかし、環境側面の評価はどうするのか。環境側面の評価を行う前に、ISO 9000から認証取得のレベルまでとは言わないが、それと同水準の品質管理システムを持っていればなお良い。その上で環境側面の評価を行い、また、LCAを展開していけば、さらに大きな環境改善効果が得られる。
ISO 14001の環境マネジメントシステムというのは、このような背後の品質、生産管理という前提条件が揃い、スパイラルアップのための意思決定に資する情報、LCA、EPEに関する情報があり、初めて有効に機能するものではないかと考える。だから、ISO 14000シリーズでは、LCA(ライフサイクルアセスメント)、EL(エコラベル)、EPE(環境パフォーマンス評価)というシリーズとなっているのである。
なお、このほか、環境報告書、廃棄物の国際間移動など、今後もISOという国際規格は縦の流れ、環境問題とその解決策は横の流れを形成していくと考えられる。ISO 14001はこの流れの交差点にあり、縦の流れと横の流れ、いずれからも独立して存在しえないことに留意しなければならない。
だから、環境問題という面からいえば、ISO 14001の認証取得のみにターゲットを絞り込むよりも、認証取得の品質や生産管理の前段階、準備に力を注ぎ、今後、LCAやELの実施に向けての自信をつけてからでも遅くはない。いたずらに、認証取得にだけ向けた行動は問題解決を遅らせるだけである。
■「企業にとっての環境リスク」
一般的に、1.法律上のリスク、2.新たな環境法強化に伴うリスク、3.企業のイメージ低下などのリスクが挙げられる。法律上のリスクとは、違反行為によって科される行政上や刑事上の罰則、操業停止処分、汚染の浄化責任、不法行為による第三者への損害賠償責任などを指す。また、新たな環境法強化に伴うリスクには、より厳しい環境基準に適合させるための設備投資などによる採算性の悪化、工場閉鎖を含めたビジネスからの撤退、新規進出の困難さなどが挙げられる。
そして、企業イメージ低下などのリスクは、環境法違反や環境汚染事故がマスコミに取り上げられる、あるいは消費者団体から環境に負荷を与える製品を生産しているとの烙印を押される場合を指す。今日では法的責任に加えて、道義的あるいは社会的責任がますます重くなる傾向にある。企業の環境リスクの代表的事例としては、1978年、米国で発生した有害廃棄物による環境汚染事故「ラブ・カナル事件」がある。この事件を契機として、米国では80年に有害物質で汚染された土壌の浄化を進めることを目的とする「スーパーファンド法(包括的環境対処補償責任法=CERCLA)」が制定された
一方、日本ではこれまで企業などの汚染者に浄化を命じる法的な根拠がなく、放置されている汚染現場がほとんどである。しかし、96年5月、水質汚濁防止法改正案が成立したことで、97年4月以降は都道府県知事によって有害物質で土壌を汚染した企業に浄化措置を命令できるようになった。また、産業廃棄物の不法投棄抑制のためのマニフェスト制度の導入と違反者に対する罰則、将来的にはダイオキシン関連の大幅な規制強化などが予想される。
■「日本の環境規制と企業の対応」
このように、日本の環境規制も企業責任を厳しく追求する方向に向かっており、企業は環境リスク管理を徹底しないと、経営に大きなダメージを受けかねない。こうした環境リスクの処理方法のひとつに、損害保険によるリスク・ファイナンスがある。保険が適用されるのは、国によっても違いがあるが、主に不法行為による第三者への損害賠償責任と汚染の浄化責任の2つのリスクについてである。
かつて日本の保険会社では「偶発的に生じた事故」のみを第三者賠償保険で扱っていたが、それでは現実の環境リスクに対応しきれなくなり、「徐々に生じた汚染による賠償責任」についても担保しうる「環境汚染賠償責任保険」をAIU保険会社(東京都千代田区)が92年に新たに開発し、発売している。この保険の対象となるのは、事業活動に伴う水・大気・土壌の汚染が原因となる損害で、具体的には次の7項目になる。
第三者の身体および財物の障害、第三者の財物の使用不能な損害、漁業権・入漁権の侵害、公害防止事業費事業者負担に基づく汚染浄化費用(ただし自己が所有する土地の浄化費用は対象外)、損害防止軽減費用、求償権保全費用、争訴費用。被保険者となる事業者としては、化学工場や中間処理施設・最終処分場、事業所内に有害物質を保管・使用しているところ、半導体工場などが中心となる。加入にあたっては、第三者による環境監査、汚染防止実施のための財政力のチェックなどが行われる。
日本で環境汚染賠償責任保険に加入している企業はまだ100社に満たないと言われるが、有害物質の対象が拡大されるなどの規制強化があれば、環境汚染を抱える企業はかなりの数にのぼると見られている。また、97年1月には、住友海上が産廃の処理を外部に委託している排出業者を対象とした「廃棄物排出事業者向け環境汚染賠償責任保険」を国内で初めて販売するなど、環境賠償責任保険の枠組みは広がりつつある。
さらに97年9月にはAIUが環境汚染賠償責任保険の特別約款として、ダイオキシン保険を発売した。一方、スーパーファンド法などの厳しい環境法を持つ米国では、環境汚染賠償責任保険は500億円市場。環境汚染賠償責任保険への加入が、すでに社会システムとなっている状況だ。
この他、米国の一部の保険会社では、環境汚染による賠償責任のみを特別に担保する保険や、環境コンサルタントの職業賠償責任保険、廃棄物処理業者などの請負賠償責任保険が発売されている。

Rise of venous logistics of industrial waste 1998.01(45)
The venous logistics of industrial waste has become a huge business opportunity for logistics companies and is about to develop into a mature industry. Behind this is the demand of the times for a recycling-oriented society. Eiji Abo, director of the Institute of Logistics Management, says, “Venous logistics, which collects and transports waste around the world, will become a major business.
In fact, more than 1,500 new waste transporters entered the venous logistics market as soon as the Circular Economy and Waste Act came into effect in Germany in 1994. Based on the results of research related to venous logistics in the U.S., we estimate that collection and transportation costs account for about 30% of the waste treatment market, including recycling, and if we estimate the market size in Japan at the beginning of 2000 to be about 30 trillion yen, the venous logistics market can be calculated to be roughly 10 trillion yen in size.
On the other hand, it is possible to make the following prediction. Currently, the Japanese trucking market is estimated to be 12-13 trillion yen, almost 100% of which is for arterial logistics for the supply of products and goods. In the future, as the development of venous logistics is promoted in all areas, products and other goods sold will flow back from arteries to veins. There is a great possibility that a market for venous logistics will emerge that will rival the current arterial logistics market.
Nippon Express, which has partially succeeded in entering the venous logistics market in Japan, divides venous logistics into the following three business fields. (1) services for local environmental conservation, such as transportation of overburdened soil and collection of spilled heavy oil, (2) specialized processing and transportation of specific items, such as mercury and waste oil, and (3) recycling logistics of used products. Currently, there are more than 90,000 industrial waste collection and transportation companies throughout Japan, the majority of which are small-scale operations such as sole proprietorships. Nippon Express appears to be pursuing its own development by utilizing its nationwide network.
With the transition to a recycling-oriented society, venous logistics will play an increasingly important role. In the future, when the collection and transportation of general waste is also eased, the venous logistics market will further expand its base. Considering that the basis of a recycling-oriented society is local and regional completion, there are still many commercial opportunities for small and medium-sized companies to enter the local collection and transportation business. Who will ride this new wave?

産業廃棄物の静脈物流は、物流業者にとって巨大なビジネスチャンスとなっており、成熟した産業へと発展しようとしています。その背景には循環型社会への時代の要請があります。「世界中で廃棄物を収集、輸送する静脈物流が大きなビジネスになる」というのはロジスティック・マネジメント研究所の阿保栄治所長の言葉です。
実際のところ、1994年にドイツで循環経済・廃棄物法が施行されると同時に、静脈物流に新規参入した廃棄物輸送業者は1500社を超えました。米国の静脈物流関連の研究成果から推測すると、リサイクルを含む廃棄物処理市場の約30%が回収・輸送コストで占められています。2000年初頭の日本における市場規模を約30兆円と見積もると、静脈物流市場はおおよそ10兆円規模という計算が成り立ちます。

日本で静脈物流への参入に一部成功した日本通運は、静脈物流について以下の3つの事業分野に分けています。①残土輸送や流出重油の回収など地域環境保全のためのサービス、②水銀や廃油など特定品目を対象とした専門処理輸送、③使用済み製品のリサイクル物流です。現在、産業廃棄物の収集運搬は日本全土で9万社以上あると言われ、大半が個人事業者などの小規模経営です。日本通運は全国ネットワークを生かした独自の展開を進めているようです。
循環型社会への移行に伴い、静脈物流の果たす役割はますます大きくなります。将来、一般廃棄物の収集運搬も緩和されると、静脈物流市場はさらに裾野を広げるでしょう。循環型社会の基本は地方・地域完結と考えると、地域発の収集運搬への中小企業の新規参入の商機は多く残されています。こうした新たなウェーブに誰が乗るのでしょうか。

"Garbage Belt” Emerging in the North Pacific 1999.10.15
A group led by Professor Hisamasa Kubota of Tokai University's Department of Oceanography has discovered, through analysis using satellite data, the emergence of a huge garbage accumulation belt in the mid-latitude waters of the North Pacific Ocean. No matter where in the North Pacific garbage is dumped, high-latitude garbage moves in a southeasterly direction, while garbage near the equator moves in a northwesterly direction. Within a few months, they say, they will be concentrated in the 20-40 degree north latitude zone, and a belt of about 1,000 kilometers in width will appear, crossing the Pacific Ocean from east to west.
Japan's Construction Industry: From Scrap & Build to Revitalization Focus 2011.12 (207)
Japan's construction industry, like those in Europe and the United States, has shifted from a scrap-and-build approach to an emphasis on revitalization.
The market is shifting from new construction and renewal, in which old buildings are torn down and replaced, to renovation and repair to extend the service life of buildings. From single-family homes and multi-family dwellings built over 40 years ago to public buildings, society as a whole is gradually coming to understand the long-term use of stock buildings.
In the case of housing complexes, the number of buildings that will require renovation and repair in the future is as many as 40,000. In particular, many of the bridges, dams, ports, and other social infrastructures that were intensively constructed during the high-growth period have become obsolete, and the rapid increase in renewal and maintenance costs means that it is time for a drastic review of public works projects.
According to the draft of the Ministry of Land, Infrastructure, Transport and Tourism's white paper for FY12, the total public works expenditure for FY10 for the national and local governments combined was 8.3 trillion yen. Currently, renewal costs (0.9 trillion yen) and maintenance costs (3.3 trillion yen) account for 50% of the total. If social infrastructure that will exceed its service life is uniformly renewed with the same functions, the cost will increase by 4.4 trillion yen in FY37. If public works expenditures remain unchanged at 1 trillion yen, the necessary renewal costs will amount to approximately 70 trillion yen over the 50 years to FY60, making it impossible to raise the renewal costs.
The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) says that if, as a workaround, the frequency of inspections is increased and aging countermeasures focused on repair and maintenance are introduced, maintenance costs will increase, but the financial burden will be kept within a wide range. For example, there are 150,000 road bridges in Japan, and if the number of aging bridges increases rapidly, the cost of replacing them will be enormous.
The Ministry of Land, Infrastructure, Transport, and Tourism is urging local governments to adopt “longevity repair plans” that promote systematic maintenance and preservation of bridges, rather than conventional repair and replacement. In the midst of these changes, new commercial opportunities are emerging, and changes in the business conditions of the construction industry are attracting attention.

日本の建設業界も欧米並みにスクラップ&ビルドから再生重視の時代へ。
古くなった建物を壊して立て替える新築・更新から、改修・補修を加えて長寿化を図る市場への転換期を迎えている。築40年以上の戸建て・集合住宅から公共建築物まで、社会全体にストック建築物の長期利用に対する理解がじわり浸透してきている。
集合住宅についていえば、これから改修・補修を必要とする棟数は四万に及び、特に高度成長期に集中的に整備された橋、ダム、港湾など社会インフラの多くが老朽化し、更新・維持費の急増は公共事業の抜本的な見直しの時期が来ている。
12年度の国土交通省白書原案には、10年度の国と地方を合わせた公共事業費は8.3兆円。現状でも更新費 (0.9兆円)と維持管理費(3.3兆円)で50%を占める。これから耐用年数を超える社会インフラを、同じ機能で一律に更新した場合、37年度には費用が4.4兆円増。維持管理費や災害復旧費と合わせた額は8.3兆円を上回るとされ、その後も更新費は増えるため、公共事業費を1兆円に据え置くと60年度までの50年間で、必要な更新費は約70兆円となり、更新費の捻出はまず不可能。
国交省は、その回避策として点検の頻度を上げ、修繕・補修に力点を入れた老朽化対策を導入すれば、維持管理費は増大するものの、財政負担は幅に抑えられるという。例えば全国に15万道路橋があり、老朽橋が急増すれば膨大な額の架け替え費用が発生する。
同省が各自治体に働きかけている「長寿化修繕計画」は、従来型の修理・架け替えでなく、計画的な維持保全を進める長寿命化へと転換している。こうした変化の中で、新たな商機を得て、建設業の業態変化が注目されるところ。

北太平洋に出現する「ごみベルト」 1999.10.15
東海大学海洋学部の久保田久雅教授らのグループは、衛星データを使った解析により、北太平洋中緯度海域に巨大なごみの集積ベルトが出現することを突き止めた。北太平洋のどこにゴミを捨てても高緯度のごみは南東方向に、赤道近くのごみは北西方向に移動。わずか数ケか月のうちに北緯20か40度帯に寄せ集められ、太平洋の東西をほぼ横断する幅1000キロメートル前後の帯が現れると言う。
植物3万種が絶滅危機 1999.10.15.63
米の民間機関「ワールド・ウォッチ」が世界で約3万種以上の植物種が絶滅の危機にあるとの報告を発表。遺伝子組み換え技術などを駆使した農作物の品種改良推進が植物の多様性を失われせる一員としている。世界でもっとも絶滅の恐れのある植物種が多いのは米国で4669種。100年前に存在していた植物種のうち、現在商業的に利用されているのは20%に満たない状態だという。

The Yangtze River is in danger 2000.08.15
The International Union for Nature has compiled a report that freshwater dolphins in the Asian region are in danger of extinction. The Yangtze River dolphin (or white dolphin, Chinese white dolphin) is a species of dolphin found in the Yangtze River (Yangtze) and its tributaries in China.This dolphin is a rare freshwater dolphin, adapted to a freshwater environment rather than saltwater. Adult Yangtze River dolphins generally reach a length of about two to three meters. Their weight can range from a few hundred kilograms to over a ton.
In particular, the population of the common dolphin, which lives in the Yangtze River in China and is considered the model for Sandy of Journey to the West, is estimated to have dwindled to a few dozen individuals.According to the International Union for Conservation of Nature (IUCN), factors such as entanglement in fishing nets and being caught in ship's screws, water pollution, and declining numbers of fish for food have contributed to the decline in the population. In 2006, the Chinese government designated the Yangtze River dolphin as a National First Class Key Protected Animal under the Wildlife Protection Law, but even so, its population is rapidly declining. Past reports indicate that as of 2017, the Yangtze River dolphin population is very small and likely on the verge of extinction.

気象庁は、99年も南極上空に大規模なオゾンホールが出現し、過去最大だった98年よりは若干小さくなるものの、今後ホールの面積が大きくなると発表。同庁が解析したNASAの人工衛星データなどによると、99年は8月下旬からオゾンホールを確認、その後面積は急拡大し、9月1日には南極大陸の広さの約1.5倍にあたる2155万平方キロメートルに達している。

PETボトル収集量 2004年度23.1万トン
厚生省が2004年度までのPETボトル分別収集計画量を大幅に上方修正した。2000年度当初は、2004年度に14万7000トンの計画だったが、これを23万1000トンに引き上げた。また、再商品化計画量も当初の7万2700トンから10万1800トンに修正した。PETボトルの生産量が小型PETボトルの製造の自主規制を解除した96年ごろから急増したのに加え、分別収集を実施する自治体も急増しているため。

1.1 billion people have problems with their water environment 2000.12.15
According to a report recently released jointly by the World Health Organization and the International Children's Fund, of the world's population of approximately 6.5 billion, about 1.1 billion people do not have access to water through water supply, wells, or other process means, and about 2.4 billion people have problems when it comes to sewer facilities. Orangutans in danger of extinction 2001.03.20
The Wildlife Conservation Society of the United States has released a research report indicating that wild orangutans are in danger of extinction over the next 10 years. This is due to the shrinking of their habitat due to deforestation, poaching, and other factors. In the southern part of Sumatra, Indonesia, the largest habitat of the orangutan, there were approximately 12,000 orangutans in 1993, but by 2000, the number had plummeted to nearly half of the original population. In particular, in 1998 and 1999, the number of animals decreased by as much as 1,000 per year.

The challenge of the 21st century is climate and population stabilization 2002.02.15
The U.S. Worldwatch Institute has released its 2000 Earth White Paper, which states that the challenge for the new century is to stabilize the mechanism and population. The UN estimates that the population will be nearly 9 billion by 2050. It said global family planning and education are needed to keep the population down to 7 billion. It also advocates that climate stabilization should accelerate the shift from fossil fuel-centered energy supplies to wind and renewable energy.

[Tokyo 2000] Industrial waste disposal facility, remaining life of 3.7 years
According to the estimate of industrial waste discharged and treated (as of the end of March 2000) released by the Ministry of the Environment, the residual capacity of final disposal sites for industrial waste nationwide was 183.94 million cubic meters, a decrease of about 3% from the previous year, but the residual life, calculated by dividing the residual capacity by final disposal sites for the year, was 3.7 years, up 0.4 years from the previous year. The amount of waste brought to the final disposal facility in FY1999 was 50 million tons, down about 14% from the previous year. Nevertheless, the situation remains severe.

Higher average temperatures in 2001 as well
The Japan Meteorological Agency has released the average temperatures for the world and Japan for 2001. The average temperature for the world was 0.4°C above the normal (1971-2000 average), the second warmest in more than 100 years of observation. Japan, on the other hand, was only 0.23°C above normal, the 12th warmest on record. However, the trend of high temperatures in the world and Japan has become more pronounced since around 1990, with the world's record high in 1998 (+0.66°C above normal) and Japan's record high in 1990 (+1.04°C above normal).

家電リサイクル法で耐久財1割増 2002.02.20
総務省が、90年を100として1世帯あたりの耐久消費財の購入数量を指数化した調査結果をまとめた。それによると、冷蔵庫や、掃除機、電子レンジなど家庭用耐久財の購入数量指数が2001年は、111.5で、前年に比べ11.01ポイントの大幅増だったことが分かった。2001年4月の家電リサイクル法の駆け込み需要に加え、ここ数年の購入単価の下落が要因と見ている。
