Illegal Waste Dumping on Awaji Island, Hyogo Prefecture - July 2001 In July 2001, it was discovered that approximately 500 tons of construction waste had been illegally dumped near Sumoto City on Awaji Island, Hyogo Prefecture. The waste included materials from demolished buildings (primarily gypsum board and concrete fragments that may have contained asbestos), rebar, and plastic scraps, raising concerns about the impact on surrounding farmland and waterways. The dumping site was located on private land in a mountainous area of Sumoto City, and it is believed that the landowner was unaware that the site was being used for this purpose. Investigations revealed that the illegal dumping was carried out by a local small-to-medium-sized waste disposal company, “○○ Environmental Services” (pseudonym). The company is alleged to have collected the waste under the pretense of proper disposal and then illegally dumped it. Since the tourism industry is a vital economic pillar on Awaji Island, local authorities took swift action, fearing that this incident could damage the island’s image. To prevent a recurrence of illegal dumping, Hyogo Prefecture is strengthening audits of waste disposal companies and is moving forward with an ordinance amendment to raise fines from the current 5 million yen to 10 million yen. Additionally, the installation of surveillance cameras and the introduction of drone-based monitoring systems are being considered. Furthermore, the environmental protection group “Awaji Green Network” collaborated with local residents to carry out cleanup activities. Approximately 100 people participated in removing and sorting the discarded waste. Through this effort, awareness of the importance of waste management and the protection of the local environment was heightened. This incident has become a symbolic case highlighting the inadequacies of legal regulations in Japan’s industrial waste management and the need to improve the ethics of waste disposal companies, and it has had an impact on other municipalities as well.
