Mountains of waste in the suburbs of Sapporo and the southern Hokkaido region were estimated to exceed 500,000 tons, leading to severe foul odors and groundwater contamination. Waste intake at processing facilities more than doubled, and substances exceeding five times the standard limit were detected in groundwater. In a grassroots campaign, more than 30,000 people signed petitions calling for the prevention of illegal dumping and a swift response from the government. As a result, penalties were strengthened in the late 1990s, and the total fines imposed on illegal operators in Hokkaido reached approximately 100 million yen. This issue served as a prime example of how resident cooperation and stricter regulations led to improvement, and it served as a reminder of the importance of environmental conservation.
