The players in biomass energy include private companies, local governments, and public institutions and utilities that conduct research and promote biomass energy. Private players include biomass emitters, collectors, transporters, converters, product receivers, and equipment suppliers. Biomass emitters include livestock and arable farmers, forestry and lumber companies, construction and demolition companies, and landscaping and cleaning companies that emit prunings, while collectors and transporters are transportation companies and waste disposal companies. The core conversion operators are often organized in the form of various associations.

As noted above, biomass energy is often difficult to make self-sustaining in terms of cost. The main reasons for this are as follows.
The distribution density of energy is low and collection costs are high.
High plant prices.
Low conversion efficiency and low energy production.
The unit price of products (electricity, heat, compost, etc.) is low, and demand is low except for electricity.
The treatment cost of the generated waste is high, as in the case of water treatment in wet methane fermentation when it is difficult to use the digested liquid as liquid fertilizer.
The high cost due to the above causes is the biggest impediment to the spread of methane fermentation, but there are other issues besides the cost, such as the following.

It takes time to collect information on technologies, systems, regulations, etc., and to prepare appropriate plans.

Utilization of public subsidy measures
The Ministry of Agriculture, Forestry and Fisheries, the Forestry Agency, the Ministry of Economy, Trade and Industry, the Agency for Natural Resources and Energy, NEDO, the Ministry of the Environment, the Ministry of Education, Culture, Sports, Science and Technology, the Ministry of Health, Labor and Welfare, and others have established subsidies for biomass utilization and waste treatment. (In FY2004, the subsidy is expected to be 1.5 times that of FY2003). In addition, the following are eligible for subsidies: (1) projects by local governments, (2) third sector or PFI projects, (3) projects by cooperatives, etc., and (4) private enterprises.

High efficiency and low cost through technological innovation

The Biomass Information Headquarter was launched by the University of Tokyo in November 2003. Although still in the process of development, it is expected that a nationwide network for the exchange of practical information will continue to grow in the future.
Deregulation
With regard to regulations on the handling of waste, etc., consideration will be given to improving the business environment through the use of the Reclamation Authorization System and the Designation System, and the approval of special zones for structural reform. Another issue that has not surfaced at present but will arise in the future is the optimization of resource allocation. 国内で生成されるバイオマス資源は年間3億5000万トン(乾燥重量)。化石燃料の乏しい日本においてはエネルギーセキュリティの観点から貴重な資源である。また、バイオマスに含まれる炭素は、化石燃料と比べると最近に大気中のCO2から取り込んだものであり、地球上で比較的短期間で循環していると見なされる。このため、事実上、大気中のCO2の総量は増やさないとされる(カーボンニュートラル)。さらに、従来は廃棄されていたバイオマスを資源として利用することで、廃棄物減量と農林水産業・食品加工業・廃棄物処理業などの活性化につながり、地域振興に寄与する。そのほか、森林資源の有効利用により山林の保全が進めば、防災や水源保全、レクリエーションへの活用など、多角的な効果が期待できる。

日本でも、以前より製材所排出材(端材やおが屑など)の燃焼利用や畜ふんのメタン発酵などが行なわれてきた。石油危機を契機に、一時は代替エネルギーとしての利用が盛んになったが、その後、石油冊給の安定化に伴い、下火となった経緯がある。

日本においては、02年6月のエネルギー政策基本法で環境適合性とエネルギーセキュリティの観点から新エネルギーの導入が定められ、02年12月のバイオマス・ニッポン総合戦略によってバイオマスエネルギー推進が明確化された。加えて、04年11月から完全施行となる家畜排せつ物法や01年施行の食品リサイクル法により、廃棄物管理の適正化や有効利用が求められており、その方策としてバイオマスのエネルギー利用が注目されている。

"5. バイオマスエネルギーの課題と今後の動向"

「前述のように、バイオマスエネルギーはコストの面で事業の自立性が難しい場合が多いのが現状である。その主な原因として、以下の点が挙げられる。
・エネルギーの分布密度が低く、収集コストが高い。
・プラントの価格が高い。
・転換効率が低く、生成エネルギーが小さい。
・生成物(電力、熱、堆肥等)の単価が低いうえに電力以外は需要が小さい。
・湿式メタン発酵で消化液の液肥利用が困難な場合の水処理のように、生成する廃棄物の処理コストが高い。
以上のような原因によるコスト高が普及の最大の阻害要因になっているが、コスト以外にも、次のような課題が存在する。」

「・バイオマス利用に関する情報が十分でなく、技術や制度、法規等に関して情報を収集し適切な計画を作成するまでに、時間を要する。
・廃棄物処理業としての登録や焼却炉として規制を受ける場合があり、事業スキームの幅が狭められる場合がある。
以上の課題に対して、以下のような方策が考えられる。」

「・収集コストの低減
技術開発(林業機械の高度化・低価格化など)や収集システムの合理化によりコストを低減する。
・発電プラント価格の低減
荏原製作所ではユニット化・規格化により1,000万円/日処理t(償虚計人)の廉価プラントを発売した。また、コーンズ・エージーでは20tコンテナ2本に収容した、1,000万円/日処理tを切る血済み輝プラントを発売している。このように、需要拡大を勘案してユニット化・規格化と大規模生産による装置単価・設置工事費の低価格化が進行するものと考えられる。」

「・公的助成措置の活用
農林水産省及び林野庁、経済産業省や資源エネルギー庁及びNEDO、環境省、文部科学省、厚生労働省などが、バイオマス利用あるいは廃棄物処理関係の補助金を設けている。04年11月の家畜排せつ物法完全施行を控えて助成を強化している制度もある(04年度は03年度の1.5倍予定)。なお、助成対象事業は、①地方公共団体の事業、②第三セクターやPFI方式の事業、③共同組合等による事業、④民間企業の順に多いため、事業スキームの検討においては、補助金利用も念頭において事業体を構築することが望ましい。」

「・技術革新による高効率化と低コスト化
技術革新によりエネルギー収支を改善すると共に、処理コストが下げ排水等の副生成物削減を図る。研究開発への公的支援の拡大も必要である。
・生成物の売買単価や流通量の拡大
売電に関してはRPS法の精神に則り、EU並みに10円/KWh程度(日本の現況は4円/KWh強が多い)の売電単価が広まることが望まれる。このためには、電力会社の努力だけでなく、バイオマス事業者側にも系統連係での供給安定性向上に向けた努力が必要である。また、現状では利用が十分でない熱の利用拡大が必要である。北欧のような熱エネルギーの供給インフラの整備が寒冷地を中心に望まれる。その他、生成する堆肥・液肥や炭化物の需要喚起が重要である。堆肥・液肥の需要拡大につなげるためには、有機・減農薬農法における除草作業の労力軽減や病気に強い品種づくり、窒素過剰問題への対処等、農業分野の研究開発が重要な鍵を握っている。」

「・情報ネットワークの拡充
バイオマス情報ヘッドクォーターが東大総研て:03年11月に立ち上がった。まだ整備途上であるが、今後も全国的な実務情報交換ネットワークが発展することが期待される。
・規制緩和
廃の取扱い等の規制について、再生利用認定制度・指定制度の利用や構造改革特別区域の認定などにより、事業環境の整備を図ることを検討する。また、現在は表面化していないが、将来生じるであろう問題として、資源配分の最適化がある。バイオマスはエネルギー密度が低く、広く分布するため、利用できる資源を適切に配分することが必要である。欧州では、既に '早い者勝ち'といった現象も見られている。資源の種類、性状あるいは分布状況により適合する利用方法は異なるので、変換効率や環境負荷を総合的に考慮しつつ、地域全体での資源配分の最適化を図る必要がある。これには、何らかの政策誘導が必要になるものと考えられる。

In Seto City, Aichi Prefecture, residential land development was proceeding, cutting down mountains and burying valleys as if they were encroaching on slopes. By the time local residents realized what was happening, the trees had already been cut down and unauthorized construction had begun.

The housing land developers mercilessly chipped away at the mountain slopes without obtaining permission from the government. The ground was weakened by logging and heavy machinery traffic, and landslides were feared every time it rained. In addition, the residents had long depended on spring water for their daily water supply, which became muddy, threatening the very foundation of their lives. The city's investigation revealed the illegality of the project and ordered the contractor to stop construction, but the wounds inflicted on nature did not heal easily.

This incident highlighted the inadequacies of the environmental impact assessment system (assessment). The vulnerability of small-scale development, which was not covered by the system nationwide, was revealed, and the reality that "destruction as a point" can undermine ecosystems in a chain reaction was recognized. As a result, a review of the assessment system was debated in the Diet, and this triggered a growing movement to adopt ordinances at the local government level as well.

The residents of Seto City not only raised their voices as victims, but also conducted on-site monitoring activities and appealed for environmental conservation. Their actions eventually became a force that encouraged citizen-participatory environmental administration, spreading a wave of awareness from the local community to society as a whole. The awareness that the act of unauthorized development is not merely a violation of the law, but an act of violence against the environment and an irreversible criminal act, finally began to take root.

1995年の春。バブル崩壊の余韻冷めやらぬ日本では、郊外の山林が静かに消えていった。愛知県瀬戸市では、斜面に食い込むような宅地造成が進み、山は切り崩され、谷は埋められた。地元住民が気づいたときには、すでに木々は伐られ、無許可での工事が始まっていた。

宅地開発業者は行政の許可を得ることなく、山の斜面を容赦なく削った。伐採と重機の往来によって地盤は弱体化し、雨のたびに土砂崩れの不安がつきまとった。さらに、長年湧水に頼ってきた住民たちの生活用水は濁り、生活の根底を脅かされた。市の調査によって違法性が明らかになり、業者には工事中止命令が下されたが、自然が受けた傷は容易には癒えなかった。

この事件は、環境影響評価制度(アセスメント)の不備を浮き彫りにした。全国的に制度の対象外であった小規模開発の脆弱性が明らかとなり、「点としての破壊」が連鎖的に生態系を蝕む現実が認識された。結果として、アセスメント制度の見直しが国会で議論され、地方自治体レベルでも条例化の動きが広がっていく契機となった。

In the six wards, strip theaters, movie theaters, and adult entertainment establishments continued to operate, and people who were not part of the geisha world or the water trade came and went, vividly revealing the underside of the city.

In particular, the Kakan Inari, located beside the Kannon Hall, was a place of prayer for such people, and an object of trust for the anxious tomorrows of Yoshiwara prostitutes, geisha, actors, and "floating businessmen" such as fire extinguishers. The shop names and names inscribed on the stone torii gate are the remains of pre-modern urban culture, and the name of Shinmon Tatsugoro, which was donated on the stone torii gate, shows how Asakusa was home to the memory of "Ura-Edo" (the old Edo period).

This chusui (gray water supply) system highly treats sewage water, including domestic and industrial wastewater, and reuses it for cooling water in factories, sprinkling water in parks, cleaning water, and other purposes. Although not suitable for drinking, it was an advanced initiative to make it function as a new water source by limiting its use. Nagoya City supplied this gray water mainly to industrial areas, parks, and purification centers in Minato and Nakagawa wards, realizing its use in the order of tens of millions of liters per year.

At that time, the City of Nagoya, led by its Environment Bureau, was also engaged in educational activities to educate the public, including the establishment of a tour route to the water purification plants and chusui treatment facilities. 1995年当時、日本は高度経済成長期を経て、公害問題への社会的関心がようやく高まりつつあった。とりわけ四日市市は、1960年代に発生した「四日市ぜんそく」により、全国的に公害都市として知られていた。硫黄酸化物を含む排煙により、住民が重度の呼吸器疾患に苦しんだ過去があり、1970年代には環境基準の強化とともに、企業への規制が進められていた。

しかし、そうした歴史の記憶があるにもかかわらず、石原産業が長年にわたりチタン製造の副産物であるフェロシルトを適切に処理せず、不法に埋設していたことが1990年代に露見した。この廃棄物からは六価クロムや重金属が検出され、周辺の土壌汚染や地下水汚染が問題となった。住民の健康被害も懸念され、「企業責任」と「行政の監視体制の不備」が改めて問われることとなった。

当時はバブル経済崩壊後の混乱期であり、行政と企業の癒着や監視の不十分さに対する社会の不信感が強まっていた。環境基本法の制定(1993年)を受けて、全国的に「持続可能な社会」への関心が高まる中、この事件はまさに"負の遺産"として象徴的な意味を持った。地元市民団体による監視活動の強化や報道の追及により、石原産業は土壌改良と撤去作業を開始したものの、企業への信頼は回復されず、「第二の四日市公害」として長く記憶されることとなった。
