The Illegal Dumping of Industrial Waste in Tohoku The illegal dumping of industrial waste in the Tohoku region, which came to light in 2002, primarily affected Misawa City in Aomori Prefecture and Noshiro City in Akita Prefecture, with approximately 3,000 companies implicated. The illegally dumped waste included asbestos, PCBs (polychlorinated biphenyls), lead, and cadmium, and these hazardous substances contaminated groundwater and farmland. In particular, lead and cadmium seeped into the groundwater, contaminating drinking water and agricultural water supplies, raising concerns about health risks to residents. Major construction companies and automobile manufacturers were involved, and fraudulent practices were carried out with the aim of reducing disposal costs. Shortcomings in the legal system have also been pointed out, and there are calls for a strengthening of monitoring systems.
