The Concept of Winning without Fighting: The Formation of the Idea of Informational Warfare (1990s)
The concept of information warfare used by China does not only refer to cyber attacks. In the 1990s, China recognized the power of information to influence national decision-making and social stability, and developed a strategic thinking that blurred the boundaries between peacetime and contingency. It came to be believed that war does not begin with the sound of a gunshot, but that it has already begun when the flow of information is seized.
