The War Not Fired: Expanding Political Warfare through Three Wars (1990s)
The three warfare strategies of public opinion, psychological warfare, and legal warfare are at the core of China's political warfare. By manipulating public opinion, influencing the psychology of its opponents, and interpreting international laws and norms to its advantage, China secured the initiative without actually engaging in combat. This concept is unique in that it does not limit war to military action, but views it as a struggle for recognition and will. War without shooting was considered the most realistic form of warfare in the modern era.
