Soil Contamination Survey and Response - April 1998

A nationwide survey conducted by the Environment Agency in fiscal 1996 revealed the actual state of soil contamination. The survey covered prefectures and designated cities, and identified 782 cases of soil contamination. Of these, 375 cases were found to contain toxic substances such as heavy metals, and 102 cases exceeded environmental standards. The main causes of contamination were metal product manufacturing, the chemical industry, and the cleaning and hairdressing industry, and problems with improper waste disposal and management were pointed out. Local governments are removing, containing, and reclaiming contaminated soil in response to administrative soil surveys and residents' complaints. In the future, there is a need for more intensive monitoring, prevention of contamination, and technological development, and it is also expected that guidance and regulations for companies and facilities will be strengthened. This survey is important as a basic document for future
soil contamination countermeasures.
