Under the third phase of the Containers and Packaging Recycling Law's sorting and collection plan, which started in 2003, Kodaira City was the first municipality to start sorting cans, bottles, paper, plastic, and 11 other items in one lump sum in the first fiscal year. In Kodaira City, where suburban residential areas are spread out, the city faced the urgent issues of arranging collection points along the traffic lines, equalizing the collection frequency, and thoroughly informing the public of the sorting rules. With the volume of waste generation expected to increase in Tokyo as a whole, quickly establishing the recycling of household waste as a resource and achieving both quantity and quality at each stage of collection, sorting, and shipping directly led to the stabilization of the circulation flow. On the practical side, the company promoted the use of multi-chamber packer trucks, route optimization based on on-board measurements and travel data, magnetic, eddy current
, and near-infrared sorting, specific gravity and wind sorting, and high-quality baling through compressed packaging. Through awareness-raising activities in conjunction with neighborhood associations and schools, careful feedback in the event of violations, thorough implementation of manifests for business operations, and visualization of the best disposal companies, we have built a lifestyle-based model that implements resource recycling within the touch and feel of daily life.
