Osaka Prefecture - Illegal Emission of Dioxin - August 1995

It has been confirmed that approximately 5 tons of dioxin is illegally discharged annually at some chemical plants in Osaka Prefecture, in excess of emission standards. Dioxin is extremely toxic and remains in the environment for decades, posing a serious health risk to the ecosystem and surrounding residents. In particular, the risk of carcinogenicity from dioxin is said to increase three-fold, and adverse effects on the endocrine system have also been noted. The Environment Agency has decided to increase fines and strengthen monitoring systems for factories that violate standards, and has also made it mandatory to install high-performance filters to prevent illegal emissions. The agency also plans to conduct monthly environmental monitoring and strictly monitor emissions until concentrations are within acceptable limits. This case has become a symbolic case of environmental crime in Japan, and society demands immediate improvements.
