Illegal dumping of construction waste in Hamamatsu City, Shizuoka Prefecture - February 2007
In Hamamatsu City, Shizuoka Prefecture, an incident occurred in the 2000s in which approximately 10,000 tons of construction waste materials were illegally dumped in a mountainous area. At the dumping site, lead and hexavalent chromium levels exceeded standard values, raising concerns about soil and groundwater contamination. Residents collected about 2,000 signatures and appealed to the local government to solve the problem. The municipality fined the illegal contractor approximately 3 million yen and demanded 100 million yen for removal costs. In addition, surveillance cameras were installed, patrols were strengthened, and measures were taken to prevent recurrence of the problem. More than 80% of the waste has been removed, and soil remediation in the surrounding area is underway.
