Protecting golden eagle nesting sites, review of Mt. Akagi development plan - November 1996
The development plan for a golden eagle nesting site discovered on Mount Akagi in Gunma Prefecture is undergoing a major review. The golden eagle is listed as an endangered species in the Red Data Book of the Environment Agency, and its dwindling population is a serious problem. There was growing concern that the golden eagle's habitat would be threatened by the ongoing deforestation and tourism development around Akagi Mountain.
Initially, the prefectural government had planned to construct a forest road, but decided to revise the plan after golden eagles were confirmed to be nesting there. A budget of approximately 217 million yen had already been invested and some construction work was underway, but from the standpoint of environmental protection, consideration began to be given to an alternative route that would bypass the nesting area.
Based on this case, the Environment Agency reiterated the importance of environmental impact assessment (environmental assessment) when formulating development plans. In the future, surveys to preserve the golden eagle's habitat and the establishment of protection standards will be required. Nationwide, the habitat of raptors is shrinking, and there is an urgent need for policies that strike a balance between protection activities and development planning.
