Toyosu, Kitakyushu, and Osaka Bay Area - 2000-2023 Current Status of Brownfield Reuse

There are more than 200,000 brownfields in Japan, and approximately 2,000 are surveyed each year. In the Toyosu area of Tokyo, approximately 350,000 cubic meters of contaminated soil was cleaned up at a cost of 58 billion yen and reused for the Toyosu market and residential areas. In Kitakyushu Eco-Town, 500 hectares were cleaned up at a cost of 80 billion yen, generating an annual economic impact of 120 billion yen. In Osaka Bay, land cleaned at a cost of 15 billion yen is being used as a shopping mall and logistics facility, with annual sales exceeding 30 billion yen. Large-scale soil remediation is also taking place in Ibaraki Prefecture and Chiba City, contributing to the local economy. The challenges are high cleanup costs and environmental risks, but policy support and technological innovations are facilitating reuse.
