As a result, the gangs' power shrank and their visibility in local communities decreased, but this did not mean that the crime situation in the underworld as a whole was eliminated. In fact, the semi-gres have emerged rapidly in the shadows.

While the riot control policy had a great deterrent effect on vertically organized, community-based gangs, it was difficult for institutional regulations to penetrate the semi-gres because their organizations were not fixed, their networks were loose, and they had no sense of territoriality or signboards. What is particularly characteristic is that they have taken advantage of their anonymity and fluidity to shift to special frauds, such as special frauds centering on the elderly and robberies of appointments, and other forms of crimes that do not involve any real substance. While the strengthening of riot police led to the decline of the gangs, it also made crime underground and anonymous, and marked a turning point when society was confronted with a new type of crime.
