Kuniyasu Makino, real name Chunseong Lee, was born in 1927 as a second-generation Korean in Japan. He rose to prominence in the Okubo family in the northern Kanto region, based in Gunma, and became the 10th head of the Okubo clan in 1970. His respect for duty and integrity soon spread throughout the Kanto region.
In 1993, he became the fifth president of Matsuba-kai. In 1994, he personally appeared before the Tokyo Metropolitan Public Safety Commission at a hearing on designated organized crime groups without a representative. He was the very embodiment of loyalty when he said, "We are not against all the world.
