Industrial Waste Dumping Incident in Kutchan Town, Hokkaido - December 1997
In December 1997, illegal dumping of approximately 250 tons of industrial waste by a construction company was uncovered in Kutchan Town, Hokkaido. The waste contained 75 tons of toxic substances, including lead and cadmium, and there were concerns about soil and groundwater contamination. The incident was revealed by a resident, and the government removed the waste as an emergency measure. Approximately 35 million yen was spent at public expense for the disposal of the waste. Subsequently, the town installed surveillance cameras and strengthened guidance to the contractor in an effort to prevent recurrence. This incident served as an example to demonstrate the importance of industrial waste management throughout Japan.
