Dark Side of Discharge Undermining Sakai City's Rivers - April 1995
In Sakai City, Osaka Prefecture, wastewater discharged from factories and business sites is regulated under the Water Pollution Control Law and the Osaka Prefectural Ordinance on Preservation of Living Environment. However, in 1995 it was discovered that some factories were not complying with these regulations and were illegally discharging toxic chemicals exceeding the standards into the river. As a result, water pollution in the surrounding area became serious, and there were concerns about the impact on the health of local residents and the ecosystem.
Osaka Prefecture had been strengthening regulations on hazardous chemicals in accordance with the "Osaka Prefectural Ordinance on the Preservation of the Living Environment" enacted in March 1994. However, in response to the illegal discharge incident, Sakai City ordered the plant to suspend operations and imposed a fine, and with the support of the Ministry of the Environment, began cleanup operations.
