A 2002 report stated that a consortium led by Nippon Steel was expected to win the contract to build the regional PCB treatment facility planned for Kitakyushu City. At that time, the proposals had not yet been reviewed, and the article did not report that a contract had been finalized. PCBs are chemical substances that were once used in insulating oils for transformers and capacitors. Simply storing end-of-life equipment for long periods would not solve the problem, so there was a need for facilities capable of safely dismantling them. Construction on the Kitakyushu facility began in 2003, and it began operations in December 2004, becoming the first of its kind in Japan. It handled both the pretreatment process—extracting PCBs from equipment—and the chemical decomposition of the PCBs. The facility, which continued to process waste collected from a wide area, ceased operations in March 2024.
