Challenges and Prospects for Offshore Wind Power - January 2011

While offshore wind power is attracting attention as a renewable energy source, it faces many challenges. Installation costs are higher than for onshore wind power generation, and in particular, the development of power transmission systems using submarine cables is a major burden. In addition, the selection of installation sites requires coordination with fishing rights and nature conservation groups, and it takes a lot of time before plans can proceed. In addition, the impact on the marine environment and the durability of the equipment are also seen as problems.

On the other hand, offshore wind power is expected to add value. For example, efforts are underway to diversify the energy supply by developing technologies to operate desalination facilities using the power generated by the power plant and by adding hydrogen production facilities. Such technological developments are expected to improve economic efficiency and environmental adaptability.

Public-private partnerships and policy support at the regional level are key to the diffusion of offshore wind power and the resolution of issues, and more demonstration experiments are needed in Japan.
