Local Environmental Administration and Local Businesses in Ishikawa Prefecture: An Attempt at Autonomy to Unite Knowledge Early 2000s
The comprehensive environmental ordinance (tentative name) being considered in Ishikawa Prefecture was a symbolic move in an era when Japan's environmental policy began to swing back from centralized institutional operation to community-based design.

From the late 1990s to the early 2000s, Japan's environmental administration saw a series of state-led institutional developments, including measures against dioxin, revisions to the Waste Disposal and Public Cleaning Law, and the full-scale implementation of the Containers and Packaging Recycling Law. On the other hand, uniform national standards and numerical targets did not necessarily mesh with local industrial structures and technological accumulation, and local governments were beginning to be aware of institutional fatigue.

Under these circumstances, Ishikawa Prefecture proposed a restructuring of environmental administration based on the basic principle of "knowledge management. Rather than relying on regulations and subsidies, the prefecture positioned the region's accumulated technology, human resources, and experience as core resources for environmental policy, clearly demonstrating the government's commitment to encourage the development of environmental technology by local companies.

In the process of considering the comprehensive environmental ordinance, a framework was sought to unite industrial promotion, research and development, human resource development, and environmental conservation in a cross-sectional manner. The government was characterized by its role as an editor that links knowledge and technology, rather than simply a regulator.

This initiative is considered to be a region-led environmental policy that is not centrally dependent on the central government, with an awareness of the possibility of spreading to other regions, and is positioned as an attempt that preceded the later ideas of regional recycling symbiosis blocs and local SDGs.
