Illegal dumping of industrial waste in Rokkasho Village, Aomori Prefecture - December 1999

In 1999, in Rokkasho Village, Aomori Prefecture, a waste disposal company was found to have illegally dumped approximately 3,000 tons of industrial waste, including waste materials and chemicals from the metal processing and construction industries, in a mountainous area. Upon notification by residents, Aomori Prefecture's Environment Department conducted an investigation, raising concerns about contamination of soil and groundwater. The prefectural government ordered the contractor to remove the waste and imposed a fine, but there were reports of a conflict between the government and the contractor over the removal cost of approximately 100 million yen. This incident highlighted the nationwide shortage of disposal sites and the increase in illegal dumping due to stricter regulations, and prompted a review of the waste management system.
