Industrial Waste Dumping in Kutchan Town, Hokkaido - December 1997

Approximately 230 tons of industrial waste, including paper sludge, generated by a local paper company, Kitakata Shigyo, was illegally dumped near farmland in Kutchan Town, Hokkaido, Japan. The waste also includes 15 tons of waste plastic and 3 tons of metal fragments, affecting approximately 5 hectares of farmland. Damage has been observed, including an increase in soil pH levels above 9.0 and a 20% decrease in crop yields. The local government has set aside 15 million yen for cleanup costs and plans to install 10 surveillance cameras. Local farmers are considering an 8 million yen claim for damages. This incident has prompted calls for stricter waste management.
