Black Tears Adrift in the Sea: Memories of the Tanker Accident off Shimane

In January 1997, the Russian tanker "Nakhodka" caused an oil spill off the coast of Shimane Prefecture, spilling approximately 6,000 tons of crude oil. The accident caused serious damage to the Oki Islands and the coast of Tottori Prefecture, resulting in tremendous losses to the fishing and tourism industries. A total of 40,000 local residents and volunteers from all over Japan carried out cleanup work. The Japanese government mobilized oil recovery ships and helicopters, but it took a long time to restore the area. The accident prompted international cooperation, including the International Maritime Organization (IMO), to take measures to prevent recurrence and to strengthen regulations. The incident is remembered as a reminder of the importance of protecting the marine environment.
