In 1995, the problem of waste dumping in Kitakyushu City, Fukuoka Prefecture, which had developed as an industrial city, attracted a great deal of public attention. As the capacity of the landfill reached its limit and improper waste disposal became the norm, cases of illegal dumping of industrial waste, including waste oil and chemical substances, were uncovered. This led to contamination of the surrounding farmland and water sources, and there were concerns about the serious impact on the health of local residents and the ecosystem. The dumped materials contain volatile organic compounds, heavy metals, and other substances that pose a high risk of spreading pollution.

Local residents and environmental groups protested to the government, demanding that waste treatment facilities be built and that crackdowns on illegal dumping be strengthened. As a result, the Ministry of the Environment introduced an "industrial waste manifest system" to strengthen the mechanism for preventing illegal dumping. In addition, Kitakyushu City reviewed its waste disposal plan with the aim of creating a recycling-oriented society.

In addition, local universities and research institutes cooperated in researching purification technologies for contaminated soil. For example, Fukuoka Prefecture attempted to apply bioremediation technology and promoted efforts to decompose contaminants using specific microorganisms.
