Waste Oil Fraudulent Disposal - March 2004
The problem of improper disposal of waste oil in Japan is particularly prominent among companies in the manufacturing and transportation industries. In Yokohama City, Kanagawa Prefecture, a plant affiliated with a major industrial company improperly disposed of waste oil, causing a large amount of waste oil to spill into the nearby Tsurumi River and cause serious water pollution. The pollution reportedly caused major damage to the river's ecosystem and killed large numbers of fish.
The Ministry of the Environment has announced a policy to strengthen the crackdown on such illegal activities and impose fines of up to 10 million yen for violators. Furthermore, in order to prevent illegal treatment of waste oil, the introduction of a traceability system that can track the flow of waste oil from generation to treatment is being considered. This system is intended to deter waste oil processors from conducting unauthorized treatment.
