### Saiba no Kusei Bullet - Katsushika-ku, Tokyo, Japan, August 2001 to January 2003
On August 15, 2001, two executives of the Inagawa-kai-affiliated Omaeda family snuck into the wake of Kunio Kumagawa, president of the Sumiyoshi-kai Mukogo Mutsumukai, and shot and killed Kumagawa and Koji Endo, head of the Takinogawa family of the Sumiyoshi-kai at the Yotsugi Saiba in Katsushika-ku, Tokyo. The incident was declared "out of character" because it broke the unwritten rule of gangs not to engage in hostilities in "giriji. After the incident, the Inagawa-kai decided to punish the gang members involved, and attempts were made to deal with the Sumiyoshi-kai, but dissatisfaction smoldered within the organization, sparking a feud.
The Muko Mutsumikai, an affiliate of Sumiyoshi-kai, was based in Kabukicho, Shinjuku, and had a powerful influence, while the Omaeida family, founded by Eigoro Omaeida, a chivalrous man from the end of the Edo period, was active as the main organization of the Inagawa-kai. About a year and a half later, on January 25, 2003, in Maebashi City, Gunma Prefecture, members of the Sumiyoshi-kai family carried out a reprisal, attacking a snack bar associated with the Omaeda family and causing a tragedy involving ordinary people. Thus, the deadly bullet at the snack bar went down in history as an incident that symbolized the escalation of gang wars and the fissures between organizations.
