Illegal Waste Dumping Case and Environmental Restoration Plan
In Hakusan City, Ishikawa Prefecture, a case of illegal landfill of industrial waste was uncovered in the 2000s. This illegal dumping, in which approximately 20,000 tons of mainly construction and industrial waste was buried, had a serious impact on the living environment of nearby residents. A report from a resident led to an investigation, and the local government took administrative action against the illegal contractor for violating the Waste Disposal and Public Cleansing Law.
Environmental Impact Study and Rehabilitation Plan
According to Ishikawa Prefecture's Environmental White Paper, investigations at the time found lead and hexavalent chromium in the groundwater that exceeded standard values. To prevent the contamination from spreading, an environmental impact study was conducted by 2007, and the construction of a waste treatment facility was initiated. The rehabilitation plan set a goal of removing approximately 80% of the waste from the landfill and promoting land restoration.
Legal Action and Prevention of Recurrence
According to the Ministry of the Environment's report, "Current Status and Issues of Industrial Waste Management," the illegal contractor was fined approximately 5 million yen and charged more than 300 million yen for the disposal costs. In addition, in order to prevent recurrence, Ishikawa Prefecture has strengthened its monitoring system, targeting approximately 50 areas where illegal dumping is suspected. Surveillance cameras and drones were used to investigate.
Cooperation with Local Residents
According to reports in the Hokkoku Shimbun and the Hokuriku Chunichi Shimbun, local residents collected approximately 5,000 signatures to appeal for a solution to the problem. This outreach led to discussions with the local government and related companies, and plans for rehabilitation work were expedited.
Significance of the Case
This case was noted as a good example of how local governments and local residents can work together to address environmental issues. It also led to the strengthening of laws and regulations and the introduction of new measures by the Ministry of the Environment and local governments, and contributed to raising standards for waste disposal in Japan.
