Waste Oil Fraudulent Disposal - March 2004

The problem of improper disposal of waste oil in Japan has been particularly marked by illegal disposal practices by companies in the manufacturing and transportation industries. In Yokohama City, Kanagawa Prefecture, a plant affiliated with Kawasaki Heavy Industries, Ltd. was caught improperly treating waste oil, causing a large amount of waste oil to spill into the nearby Tsurumi River, resulting in serious water pollution. The pollution caused by this improper treatment has severely damaged the river's ecosystem, and large numbers of fish deaths have been reported.

The Ministry of the Environment has decided to strengthen its crackdown on such illegal treatment and impose fines of up to 10 million yen on offending companies. In addition, to prevent illegal disposal, the introduction of a traceability system to ensure thorough management of waste oil is being considered. This system will make it possible to trace the flow of waste oil from its generation to treatment, with the aim of preventing waste oil processors from committing fraud.

In addition, major companies such as JX Nippon Oil & Energy Corporation are developing new technologies for proper waste oil treatment and are introducing technologies to convert waste oil into a reusable form. These technological innovations are helping to solve the industrial waste problem while reducing the environmental burden.
