Consideration of why Hokkaido is attracting foreign investment (21st century)

One of the reasons Hokkaido is attracting attention is the progression of global warming. If temperatures rise by 3 to 4 degrees Celsius, the tropics and subtropics will become unsuitable for human habitation, and Honshu and southern China, which are currently in the temperate zone, will likely face extreme heat and water shortages. As a result, people will be forced to move northward in search of more stable climates. Symbolic of this is Hokkaido, Japan, located around 45 degrees north latitude. Located on the border between the temperate and cold zones, Hokkaido is internationally regarded as a "new habitable area. Expectations are high in terms of agriculture and water resources. Crops such as wheat, corn, and grapes for wine may be grown stably in the future, and the abundant precipitation and snow cover will support water resources, making it a food supply center. However, there are also significant practical challenges such as severe cold and snowfall, uneven distributi
on of infrastructure, and declining population, which require securing labor force and changing national land policies. Nevertheless, Hokkaido's value as a "land of rest" in an era of climate change remains unshaken, and it has the potential to become a stage for fostering new lifestyles and culture in the future.
