Illegal Dumping of Waste in Ishinomaki City, Miyagi Prefecture and Morioka City, Iwate Prefecture - 2023

In 2023, approximately 4,500 tons of construction waste and plastic were found to be illegally disposed of annually in Ishinomaki City, Miyagi Prefecture. In particular, illegal dumping of waste materials containing asbestos is increasing, and there are concerns about health hazards to residents and groundwater contamination. In Morioka City, Iwate Prefecture, it has been reported that industrial waste containing PCBs and dioxins was improperly disposed of by demolition companies, with approximately 3,000 tons illegally dumped in 2021. This has had a negative impact on the local fishing and agricultural industries. In addition, anonymous construction companies and waste disposal companies in Ishinomaki City and Morioka City illegally disposed of waste, with total fines expected to reach over 200 million yen by 2023. The government and local governments are stepping up measures to raise the recycling rate to 70% and crack down on illegal dumping.
