The Era When China Began to Head Toward an Environmental Nation Transformation from a Polluting Nation to a Recycling Nation

In the early 2000s, China was called the "world's factory" due to its rapid industrialization and export expansion, but at the same time it was receiving international criticism as a polluting nation due to worsening air and water pollution. Environmental policy was repositioned as a central part of national strategy, rather than a secondary area of growth.

The policy debate at the time focused on how to combine state-led management with the efficiency of market principles, and as administrative orders alone were not enough to control pollution, institutional design utilizing market mechanisms such as environmental taxes, emission rights trading, and corporate information disclosure was explored. This was not only an institutional reform, but also an ideological issue of which direction the state should take society.

Around 2003, the circular economy became a central concept for the government, and energy conservation, recycling, and waste recycling were promoted as national strategies. This movement symbolized a shift from a polluting nation to a recycling-oriented nation, an era in which environmental policy began to redefine national and market perspectives.
