He founded the Mio-gumi in Shimizu-ku, Shizuoka City, Shizuoka Prefecture, in 1966 and became its first head. His organization grew in power in its hometown of Shimizu, and eventually became a prominent secondary organization in the Yamaguchigumi family.
In 1982, the Mio-gumi joined the Kurosawa-gumi of the Yamaguchigumi III. Under the leadership of Akira Kurosawa, Mio was taken under his wing. However, the Kurosawa clan was dissolved in 1984. The Mio-gumi became independent and took a new path as a direct affiliate of the Yamaguchigumi IV.
Time passed in October 2002. Naotoshi Mio announced his retirement due to illness. He was succeeded by Yasuo Takagi, a young leader. In his place, the organization changed its name to Goryokai. However, this was not the end.
In November 2003, Goryokai was renamed Goryokai again. In November 2003, Goryokai changed its name again to Mio Gumi II, and on February 28, 2007, it was reorganized as the Shimizu Family VI.
While the clan has put down roots in Shimizu and changed its name from time to time, its bloodline has remained unbroken and it has maintained its presence in the Yamaguchigumi. The flow founded by a man named Naotoshi Mio has been quietly but surely passed down to the present day.
