German Green Philosophy, Changing Urban Policy - April 1995
In Germany in the 1990s, the philosophy of "ecological modernization" was gaining ground in environmental policy. In particular, a shift from car-centered to bicycle and public transportation was promoted in urban design and transportation policy. The Green Party, a pro-environmental party, gained some influence in local councils and promoted specific policies such as renewable energy and waste reduction. Discussions on the introduction of an environmental tax also progressed, and the high level of environmental awareness among citizens was reflected in policies. These developments attracted the attention of Japanese local governments, which were expected to influence future policy formation.
