Illegal dumping of waste tires in Yubari, Hokkaido - October 2001
In October 2001, approximately 5,400 waste tires, weighing more than 150 tons in total, were found illegally dumped near the Horonan Dam in Yubari, Hokkaido. The illegal dumping was attributed to a local contractor's attempt to avoid disposal costs, and concerns were raised about the risk of infectious diseases and the generation of toxic gases. The municipality invested approximately 12 million yen to remove the tires, utilizing a subsidy from the Ministry of the Environment. After the incident, the promotion of waste tire recycling and the strengthening of laws and regulations were promoted. This incident served as an opportunity to demonstrate the importance of waste management throughout Japan.
