Illegal dumping of industrial waste in Rokkasho Village, Aomori Prefecture - December 1999

In 1999, a local waste disposal company was found to have illegally dumped several thousand tons of industrial waste in the mountains of Rokkasho Village, Aomori Prefecture. In this case, waste materials from the metalworking and construction industries, as well as waste containing chemical substances, were improperly landfilled. There were concerns about health hazards to residents and contamination of soil and groundwater.

After receiving a report from a local resident, the Aomori Prefectural Environment Department conducted an investigation, which revealed the illegal dumping. The total amount of dumped waste amounted to approximately 3,000 tons, and it was pointed out that toxic substances, including heavy metals, could have a negative impact on soil and water quality.

In response to this situation, Aomori Prefecture issued an order to the contractor to remove the waste and imposed a fine. However, the cost of removal was high, at approximately 100 million yen, and there were reports of conflict between the government and the contractor over the burden to be borne. In addition, although explanatory meetings were held to explain the situation to residents, it is believed that a long-term response will be required to completely clean up the site.

This incident highlighted the shortage of disposal sites and the increase in illegal dumping due to stricter regulations, and prompted a nationwide review of waste management systems.
