Illegal Export of Waste in Subic Bay, Philippines - 2020

In 2020, a Japanese company was found to have illegally exported approximately 5,000 tons of plastic waste to Subic Bay in the Philippines. This waste was not properly processed locally, and approximately 3,500 tons were piled up in the open around Subic Bay, generating dioxin and other toxic substances that caused health problems for more than 1,200 residents. Groundwater was also contaminated with lead and cadmium, causing the spread of respiratory diseases. The Japanese Ministry of the Environment fined the company approximately 500 million yen and filed criminal charges against the employees involved. This incident led to increased monitoring of waste exports in Japan, and in 2021 the Basel Convention was amended to further tighten restrictions on the export of plastic waste.
