The Challenge of the Keiyo Waterfront Industrial Complex: Energy Conservation and the Path to Carbon Neutrality" - December 2006

In December 2006, the Keiyo Waterfront Industrial Complex in Chiba Prefecture began one of the world's largest energy conservation measures. The prefecture established a committee to formulate an "Energy Frontrunner Chiba Promotion Strategy (tentative name)," and in cooperation with the Ministry of Economy, Trade and Industry (METI) and 11 private-sector companies, the committee outlined a policy to promote the mutual exchange of surplus electricity and steam generated in the industrial complex.

This initiative aims to efficiently share energy among the companies in the complex and increase the overall energy saving effect. The formulation committee was scheduled to make an interim summary in February 2007 and to make a formal decision on energy conservation promotion measures in June 2007.

Subsequently, the Keiyo Waterfront Industrial Complex has been promoting carbon neutrality, and the "2nd Keiyo Waterfront Industrial Complex Carbon Neutrality Promotion Council" was held on January 28, 2025. At this meeting, a carbon cycle flow diagram of product manufacturing using alternative carbon sources to fossil resources and a feasibility study on the development of a hydrogen supply base were reported.

The Keiyo Coastal Industrial Complex is one of Japan's largest concentrations of materials and energy industries, including petroleum refining, petrochemicals, steel, and LNG-fired power plants, and boasts the nation's largest CO₂ emissions in the industrial sector. Therefore, becoming carbon neutral and maintaining and strengthening international competitiveness are major issues.

Thus, the Keiyo Waterfront Industrial Complex is strengthening its efforts to achieve sustainable energy use as well as energy conservation measures.
